the legislature of the state of c utah two thirds of all the she members elected to lack each house concurring therein SECTION 1 that it is proposed to amend lection section 3 of article 10 of the constitution of the state of utah as minded amended by the vote of the electors at t the general election of 1830 1930 to read as i follow follows sec see 3 the proceed proceeds of the sales of all lands that have been or may mav hereafter be granted by the united states to this state for the support of the th common schools and five per antum of the net proceeds of the sales of united states public lands lauds I 1 lying ing within the state and sold by the gaited united states subsequent to the ad mission of this state into the union shall be b and remain a permanent fund to t be b called the state school fund th the interest of which only shall be for the tb support of the corn com men raon schools the interest on the state school fund the proceeds of all prop arty that nay way accrue to the state by oje see chat at or forfeiture all unclaimed shares and dividends et any corpora kioa tl incorporated under the laws of this state the proceeds of the sales of f timber and the proceeds of the sale or r other disposition of minerals or other property from school and stat state lands other than those granted for specific purposes shall with such other revenues as the legislature may from time to time allot thereto con peon statute a fund to be known as the uniform school fund which uniform school fund shall be maintained and ud used for the support of the common and public schools of the state and apportioned in such manner as the le hall shall provide the pro ra visions of section 7 article XIII XII of this constitution shall be construed as a limitation on the rate of taxa tion on tangible property for district school purposes and not on the amount of funds available and fur ther th no moneys allocated to the uni form school fund shall be considered la is fixing laws to provide for the health and safety of employees in factories smelters and mines and shall deter mine the th number of maximum hours of service per day SECTION ar 2 that the secretary of state
