sanitary co condU lons of the town and to interest in the clean up cam laign twenty blocks were surveyed at this time in which area Is located the business section and approximately two thirds of the population it Is believed that sufficient cent data were obtained to fairly accurately determine the general sanitary con at of the town A representative of the state board of health made a house to f house canvass and obtained samples v of water sewage disposal was not ed corrals were checked and the general appearance of the premises noted delta has no public water system hence the citizens must de do pend ulon ui on their own wells or orr those of neighbors 10 wells were count ed ranging in depth from an estimated to teet feet with an av of teet feet four corn com wells have wood elevated storage tanks ot of which three are not adequately protected from bards and j insects the cistern from which an 0 other ther system draws its supply la is not protected sufficiently from contain f nation seventy nine electric pumping units were encountered at an average cost of each 15 as low as 75 the present water supply has cost the citizens 18 in the surveyed ar ea the average monthly cost Is 1 25 5 per well some property own ers have dug as many as four wells in the last five years before obtain ing a good adequate water supply and others have used tha thet same well for twenty five years 19 wells were not properly protected d from contain A sewer system was installed in delta at a cost of 30 in the area surveyed 80 se sewer connections were counted due to insufficient water for flushing out the lines and because of insufficient fall much i trouble has been experienced in main i the system in good order the raw sewage is dumped into the sevier river untreated despite the tact fact that the sewer system Is conveniently located in the business district 13 business hous es are not connected and 12 prem j aises in the survey area have no toilet facilities whatever 29 cesspools were located two of which were open the cess pools in use tor for the most part were in good condition only two septic tanks have been installed in delta and it is urged that future vate disposal systems be of the sep tic tank type j there are 28 sanitary pit type of j privies most of which had the lid tied up which practice defeats the al purpose in making them fly tight v 42 old unsanitary privies were lo 10 bated which are a menace to public healan and an eye sose to the asem aises with each fly a reservoir of bacteria the 61 corrals in delta are a real hazard to the health of the people there is no system of garbage or refuse collection consequently the citizens are responsible tor for their own disposal As a result the win ter s collection of rubbish cans and ashes was in evidence on almost ev ery premise such conditions are conducive to rodent harboring with the diagnosis of a case of bubonic plages in a neighboring county and the subsequent finding of plague in the wild rodents in utah we must take steps to suppress this source of infection by Te removing moving the i rubbish accumulations business a houses commonly burn their corn com bus bastible tible waste the city A number of homes appear ed well kept and offered a pleasing contrast to many we d grown and dusty yards convincing one that with a little cooperative effort delta could be made a clean sanitary town recommendations 1 that a central wat water r supply tern tem be installed safeguarded from contamination tor for culinary use to insure letter better sewerage operation fire protection reduced insurance 2 A treatment plant for the proper disposal of rubbish Ink hott hoff type S 8 that periodic sanitary inspection collection 4 that the city adopt measures to maintain corrals in a more sanitary condition 5 an ordinance eliminating gitary pit privies 6 that own is of property adjacent to sewer lines be required to connect with same when present cesspool or private septic tank become anade quate 7 that an ordinance be passed in the absence of sewerage facilities ie requiring leq installation of tanks with subsurface tile drainage that open drains and cesspools be cited 8 that periodic sanitary inspection be ide ade of business houses and ster of glasses and utensils used in pubic eating and drinking be en forced 9 that an ordinance be passed re quiring incineration
