deal it Is further a matter of sig ance that the business voice critt sized the new deal generally as well as specifically because it Is the first time in the period since president roosevelt took charge that anything like unity in business thought has been presented the reaction was instantaneous first secretary roper of the depart ment of commerce mustered 21 mem bers of his business advisory commit tee tor for a counter attack it was al at most drowned out by the chambers roar such was not the case however with the presidents reply lie ile waited until the convention had ended to let looe a charge that the business in teresta were selfish it made all the front pages TI Is brings us to the crux of the condition precipitated by the outburst ef of the chamber of commerce conven tion it Is seldom and I 1 believe the record shows this statement to be ab sol true that annual conventions of the chamber of commerce of the united states have been talen tal en serious ly by the newspapers the business men have been looked upon as posses sors and promoters of rather anti equated ideas their interests have been and are of a selfish character that Is quite obvious and quite nat ural but at this time the voice of business speaks more than just busl bust ness views it speaks politically hence when business spoke this time the newspapers of the country paid heed the result was an un precedent ed amount of publicity was obtained by the chamber through the medium of its convention this year whether this represents a change in the thought of the country surely no one individual of any group ia 1 able to say definitely it must be lecog nihed however that for many months a highly vocal minority of politicians has been accusing the administration of throttling criticism although this group fought vigorously and charged the administration with having the greatest propaganda machine ever t to 0 exist it obtained little publicity tor for those views most newspapers dis missed them by publication of three or tour four paragraphs burled buried on the inside I 1 ages lages of the metropolitan dallies dailies so necessarily significance attaches to the tact fact that when the business voice was raised in apparent unity the pers accorded columns of space to it it can be construed in no other way than as meaning there Is a larger tion to some phases of the new deal at least than most of us had expected for quite a while such groups as the american liberty league have pounded away at certain opposition phases of the new unified deal to the wash ington observers it appeared that these groups were get ting ling nowhere and getting there fast of a sudden however the voice op posed to the new deal seems to have found itself certainly at the moment and tor for the first time there Is an ap of unity to new deal opposition and that fact Is reflected in a rather important way I 1 refer to the courage exhibited in congress where there Is more and more evi dence of a decision on the part of the legislators to assert their independence in contradistinction to previous silent obedience to the white house I 1 believe it Is too early to attempt a prediction whether the chamber of commerce leadership will last it if I 1 were to make male an individual guess I 1 would say hat that leadership of this ty p e will crumble that guess Is predicated upon the record of the past because heretofore it has been true that business always suffered defections and presently there was bushwhacking bushwhack ln 7 in its own camp regardless of whether that condition develops again the explosive character of the speeches in the chambers convention havo added a momentum to roosevelt appo which it has lacked heretofore it Is just possible therefore that een enen it if business leadership falls in its efforts to curb rad cal tendencies among the administration group a well knit opposition may now be developing pursuing this assumption further one hears suggestions around washing ton to the effect that a genuine and basic issue for the 1036 1936 campaign may be in the making it would seem that mr roosevelt will be forced into the position again of appealing to the forgotten man of his 1032 campaign who has since been forgotten the conservative thought of the country meanwhile will marshal behind the homeowners home owners the possessors of property and capital and the workers whose in come must be taxed heavily in subsequent years to pay tor for the program of spending our way out of the de pres slon some support Is seen for this theory of probable issues in 1038 1936 in the recen statement tat ement of postmaster general far ley who spoke politically as chairman rf f the democratic national committee in almost so many words mr parley declared that the business interest interests had not been favorable to mr roosevelt that they were not now favorable to him and that there was no reason to expect the support of bust ness hereafter mr parley question of what to do about extending the national in du reco recovery ery act it is due to expire by limitation of law on june 10 16 he ile cleverly invited miss perkins the secretary of labor and donald rich i berg the guiding hand of the recovery administration to sit in on that meet ing it was only natural that two such avid new dealers as miss per A I 1 kins and mr should hold out for continuation of for a two I 1 year period and it was only natural d for senators who do not believe whole heartedly in all of the principle principles 0 to insist on a makeshift or temporary continuation the president put them into a cockpit to fight it out the resulting disagreement was perfectly logical but the president had put himself in a position to trade with congress since the opponents in con gress did not yield they naturally went back to the capitol and framed their own program they propose to have continued with some of its nn un satisfactory features eliminated to april of nest next year they probably will be able to muster enough support to pass some such legislation it if they do the president will accept it IL actual ly he has no choice ile cannot allow the
