Show SEEN HEARD around the national capital by CARTER FIELDS washington crowin conviction here that herbert hoover Is really an active candidate tor for the republican nomination against president roose noose velt next year Is the biggest comfort the new dealers get out of the su preme court decision it Is the silver lining to the constitutional cloud that pat put the new deal in the shadow that the republicans would actual ly nominate hoover Is too much mu ell friends of president roosevelt roo say bately to hope for but the mere candidacy of mr hoover at the con bention would produce a feel ng of bit berness comparable to that wab which dis tits the democrats after madison square garden it would lack the re licious element and even the i 1 ru ro hibi tion element but it would be pretty bad they think and with fair in logic je all this is based of course on two factors either of which may chin hi e one Is that thai at present it api apt i s like ly the issue of the next o 0 canal a sn will be ragged rugged individualism versus p g vern ern merit control of wages hours tit I 1 rite ri ae practices and planned econos v t i e vent overproduction etc 0 as the new dealers also as the laba I 1 i alican president he Is the titular leader of his party but when tint hie I 1 pon n said for hoover has been said in the opinion of ohp new de dealers ailers his ills weakness as tt PV see it Is that he Is branded in the ees of the country not only as a failure but as unlucky and the last Is aim alm st t worse than the first it pleases the roosevelt supporters to recall that it was during hoovers hoover administration thit wit the public lost so much money and tl it it so many lost their jobs 11 e ei po nt to the elon slon of events that led deeper into the depression and call them a sue cession of hoover mistakes material scarce students of mass psychology insist that once the c mind is frozen about a man it Is next to impossible to thaw that conviction out it just sticks there for example william jennings bryan tl TI e truth Is he had a fairly bof god d chance of be n ng elected president the first time he be ran only the most adroitly managed campaign in history I 1 lus ills an enormous campaign fund plus intelligent and ruthless operation cooperation with republicans by employers of la bor it d fi felted ted him yet tor for some curious reason bryan was stamped as a failure in the sight of the country his ills campaigns after that t me were just jokes joles As one of the tammany orators said at balta more in 1912 for gods god s sake mr get out of the way and give the I 1 democrats a chance the other factor that seems to point to mr hoover is the scarcity of other available republicans one s quickly of representative former sen ator wadsworth of new york but the forces opposed to him for one rea son or another are still very strong in new york state notably the old woman suffrage crowd and the more rabid of the so that many experts doubt if he could carry i his own state a situation which has nothing to do whatever with present issues A canvass of all the talked about republicans shows none with any real strength all of which contributes to the theory that hoover can bring about his if he wants it watch business I 1 business Is to have a ten months trial period of rugged individualism meanwhile it will be checked by an army of investigators the survivors of employees under the directing and highly suspicious eye of president roosevelt Boo sevelt fact finding as to chiselers overworked and underpaid labor and kindred evils will proceed j then will come the decision if the experiment succeeds if bust busi bess ress does not oppress employees it if prosperity goes forward if the country seems to like operating without codes the whole new deal program lor for government direction of business in the interest of the public at large planned economy and all the rest iest of it will go out the window if the experiment falls and mr roosevelt Boo sevelt believes it will fail fall there will be right on the eve of the prest election a new deal pro program gram to supplant the law of the tooth and claw the probability Is that it will take the form of a proposed constitutional amendment one which would give the federal government control over hours and wages also trade practices on the theory that what happens in ban gor affects the chil children dreas a school lunches in san diego menace of strikes meanwhile with the wagner labor disputes bill pushed through congress not until after the supreme court decision did the president announce his approval of this measure indus try will find itself as it sees the situ atlon with the most provocative status for strikes for many a year warning that no automobile cases dill comments that president poosevelt elt in se I 1 the boat as far as accorn pl sh ng his new ew deal reforms when he be d d not press for a constitutional amendment in the spring of 1933 Is the interesting torn com ment merit on the present case of jitters in washington by ex senator dill of washington regarded as an advanced if not ex rad cal D 11 who was one of the outstanding for roosevelt before chicago leaders voted against NIRA when it passed the senate I 1 iter he began to have misgivings as to whether he had made a mistake because he saw a number of advantages which grew out of it but he coi cot tends telis it should have been allowed to die some time back having served its purpose now the former senator declares it if a constitutional amendment were to be submitted granting the federal gov the power to regulate mini mint mum wages maximum hours and fair trade practices sought under the code system he would take the stump against ratification of such an amend ment merit all of which Is sign ficano in con lection with a former dispatch in which opposition to such a cons titu change in massachusetts maine vermont new jersey maryland dela delft ware virginia and georgia was out lined the truth Is it is very difficult to pass any constitutional amendment over which there Is a real nationwide battle most people do not consider this coldly because several cons titu dional amendments have been passed in the last few years without too much trouble amendment fights but let s take a look at those fights for instance the first battle to put over the E amendment that should have been a real war but it wasn gasn t the fact is that the wets just regarded the whole thing as a joke until enough states had ratified to make any remaining fight futile even then the stupid wets did not fight they began assuming that the supreme court would knock it out I 1 wh wit ch eh sounds crazy now but anyone in con tact with the developments at that time either in new york or washing ton will remember its accuracy then the repeal of the E amendment every thinking politician concedes that a real fight made by the drys might have held 13 states against it despite the then popularity of re peal and the influence of president roosevelt at the height of ill his z power this may be disputed but the fact that outside the two carolinas no real fight was made to stop repeal cannot be the woman suffrage amendment Is often mentioned true there was some very sharp opposition to it but this opposition came from a very small minority and most people who actual ly did not like the idea contented themselves with private conversation there was very little violent tion even from the minority opposed whereas the mill militant tant minor ty in fa vor was aggressive and persistent on the other hand the issue that would be raised by an attempt to change the constitution so as to give the he federal government the powers president roosevelt would ike 1 ke the powers that the nine jurists on the supreme court held it lacked at pres ent would provoke a b ater battle in every state in the union no state would ratify virtually by default as maryland did the eighteenth amend ment though actually it was so strong ly opposed to prohibition that it would never pass a state enforcement law 1 roosevelt counts very heavily on the nation wide organization with units in every country which jim parley farley has built but the tremendous response to senator borah s radio talk a few nights ago shows that no fight to en large federal powers at this time would be a pushover push over I 1 copyright lea |
