Show MAILERS OF PARCEL POST ATTENTION it seems that there la Is some contusion confusion in the minds ot of people using the parcel post system in regards to enclosing within ther parcels written matter ot of any sort either type or handwritten n the event of 0 such enclosure the whole parcel la Is subjected to FIRST CLASS rate ot of postage or ae per ounce or frac traction thereof the postal laws and regulations are very explicit on this matter and I 1 quote you below the regulations as of 0 section P L R of 0 1932 matter ot of the second third or fourth class containing any writing or printing in additon to the original matter other than as authorized by law shall not be admitted to the malls mails nor delivered except upon payment of postage for matter ot of the first class deducting any amount which may have been prepaid by stamps affixed unless by direction of the postmaster general such postage shall be remitted whoever shall knowingly conceal or any matter of a higher class in that of a lower class and deposit or cause the same to be deposited tor for conveyance by mail at a less rate than would be charged tor for such buell higher class matter shall be fi fined ine d not more than one hundred dollars due to this regulation postal employees are enjoined to ask as to the class or type of mail one is 13 sending hence the reason you are asked it if it contains written matter or breakable or perishable matter is not a personal inquiry it is required by the post office department and should receive an honest reply so in the future in mailing parcels direct or tor for an exchange of goods put your message of change or information in an envelope and attach it to the outside of your parcel the letter requires the ae per ounce rate and the parcel can be sent at the regular parcel post rate rale this aill save embarrassment for yourself and the postal portal employee who handles the parcel periodically the postal depart ment makes inspections of parcels at the larger offices and too many irregularities are found this indicates that either the postal employees are not being diligent enough to catch these violations or else the mailers are not being sufficiently careful or honest in making known the contents of their parcels your earnest cooperation is solicited and expected signed wells P starley postmaster |
