of the 64 day sees session on ended monday to many citizens the 1936 1935 conclave ot of lawmakers will be entitled to recording in legislative annals as a 3 one which accomplished much in the way ot of constructive legislation but more in the way ot of preventing destructive truc tive lawmaking to others not so many the session will doubtless be classed as a do nothing gathering these not so many will be composed ot of disgruntled exponents of so called class legislation including special groups who are dissatisfied with the failure ot of lawmakers to enact statutes favoring them as against other groups A compilation ot of general sentiment seemed to have it that the tw enty had failed in large degree to carry out governor henry H bloods plea to not raise taxes and to encourage economy in governmental affairs the tax measures enacted into law weigh largely toward imposing increased burdens upon the taxpayers while those looking toward relief of the much har bar based taxpayers are few and tar far between that too great a measure of relief was afforded special groups seemed to be the consensus of opinion excessive appropriations have also been made in many instances saymany they point to the tha relief afforded agriculturists largely at the expense of the small business men feeling that the farmer Is no more entitled io to this relief than the struggling little fellow in business the industrialist or the white collar brigade political experts profess to see in the legislative largess bestowed upon the farmer and the lack of jike like largess to labor a disruption of the much talked ot of farm labo coalition labor leaders are now declaring that the bloc movement worked exceeding well tor for agriculture but left labor empty handed at the close of the session labor even talks of a third political party in retraction abortive efforts to reduce some appropriations tell fell by the wayside As a result a possible deficit may have to be faced within the next two years the representatives tailed failed to heed the governors economy pleas by appropriating perhaps more than is in sight from anticipated revenues the twenty assuredly imposed greater tax burdens upon the people of utah through the raise in income taxes increasing insurance premium and inheritance taxes and imposing additional city levies they dd pave the way for exemption from taxation of homesteads up to 2000 in value but this Is two years away with the tha necessity tor for raising added revenues yet to be faced it if the electors vote to amend the constitution to permit the exemptions 4 0 0 the highly controversial liquor control problem as anticipated provoked more fervid oratory and III feeling than all other measures combined excepting perhaps the income tax bills As it stood atter after hours of battling between the for the bythe by the drink senate and the state store sale only house utah will have liquor control along practically the asme lines as the state of washington sales will be restricted to state operated stores only with no sales by the drink one will be permitted to drink only at home state stores may bo be operated in any city or town or r community inasmuch as the local option clause was deleted dele tod persons buying hard liquor from a state store will do so by securing a permit lasting one year sales will bo be kept secret liquor will be available in bottles only A commission of three appointed by the governor will be in com mand ot of liquor control the commission may borrow up to to buy liquor supplies profits from operation of stores will go to the general fund with borrowed from rora that fund tor for immediate operations boer beer will bo be sold at the state stores in bottles ot of 64 ounces advertising in newspapers ot of light beer Is permitted the senate originally strongly in favor of licensing hotels restaurants and clubs to sell by the drink was forced to recede from its position atter after the house had shown clearly that there would be no liquor control bill enacted unless it had its way concerning a straight state store plan every vote showed the lower branch adamant in its stand tor for the committee of 49 measures as amended by it to exclude all private sales proponents of private sales declared passage of the straight state store plan meant continuation of ol 01 bootlegging and placing of the state in the liquor business opponents held the plan as adopted represented the sentiments of 0 a major portion of ol 01 the state and people and that it if found unworkable could be changed by the next legislature that the failure of the federal government through the national congress to set up a program ol of social welfare was largely responsible tor for the failure of the legislature to establishment of a state department of public welfare with wide powers to administer relief and cooperate with any federal program that may be adopted by the current congress the department will be administered by a supervising board of six members to be appointed by the governor other social welfare measures enacted enable the cities and towns of the state to quality qualify tor for funds to participate in any national program of unemployment insurance and to establish self help cooperative associations tor for assistance of the nu amp employed loyed old age pensions were much talked about but little of real value accomplished along this line although utah will be in a position to cooperate with federal plans in this direction while advocates of 0 this or that in liquor control how bow to buy hard stuff and how to drink it later were much distressed according to their views proponents of better water supplies had their way in every piece of legislation anent aqua pura practically everything at least in large degree that they favored in pre session demands the tarm farm leaders also declared themselves satisfied with the new income tax measures in this they were
