Show L IUD il e 01 A L los a AliK geles cles april 27 7 the legislature of 0 the state of california la is having the same difficulty en encountered couri by other western states in nn an attempt to regulate truck transportation it seems to be a generally accepted fact that the truck as a means of transportation has a place and with proper regulation will be helpful we can recall the difficulties had in regulating the railroads so as to avoid favoritism and undue discrimination affecting individuals and localities cali ties it took many years of constant effort to provide laws that would prevent these things this when the interstate commerce act was finally in 1906 was so amended as to require every common carrier to publish and tile file tariffs showing allowing rates tares fares and charges and providing a heavy penalty for or any departure we are confronted with the same situation with respect to truck transportation por tation bu in addition to the difficulties encountered with the railroads the truck adds an additional feature and a very important one viz where truck operators or owners buy and sell produce with the primary object of getting a pay load and without regard to profits or the effect it may have on the market and the thousand and one producers the situation has become so acute and the demoralization of markets so great in different sections as to cause the growers to rise up in righteous indignation it would not be a difficult thing to eliminate the merchandising izing feature confining the truck to transportation only that would at least be one step in the right direction although the question of varying charges to different shippers and different localities Is a serious one prior to the very recent amendments ot of the interstate commerce act it was said that anybody with a mule team and a scraper could build a railroad and every promoter so inclined could go into the field and promote a railroad no matter whether there was waa any need lor for it or not the requirement of 0 public convert convenience and necessity was finally invoked by law and has hag proven to be an effective cure tor for irresponsible and unnecessary activities to build railroads the trucking business must eventually come to the same point so that the man who Is able to make a first payment on a truck may not be qualified to enter into the tran tation business in competition with other properly organized and regulated trucking companies or railroads ral rai loads the livestock growers are interested in truck transportation as a means of moving their livestock from their ranch to the railroad or to destination apparently there must be some coordination of facilities between the truck and the railroad it both are to survive |
