1929 the following shows tho the 1929 levy as compared with the 1928 levy 1829 1928 state and state school 72 73 county school 86 county general 12 13 poor F fund und 3 4 old ago age bention 1 dependent mothers 3 2 bond interest and sinking fund ia 15 17 county fair 1 1 state road 2 9 county road 14 14 total 0 special statutory assessments tubercular indemnity on cattle otherwise assessed 3 mills bounty on all sheep and goats 6 5 mills on oil all range horses and range cattle 2 mills this levy must however be approved by the state board of equalization before it becomes effective the tact fact that the 1929 levy is GA 61 mills higher than that of 0 a year ago no lie doubt would allow tor for some comment the editor having attended a number of the meetings of 0 the county commissioners when the subject ot at possible levies was discussed and having heard beard the explanations ot of county officials given takes this opportunity of 0 stating the reasons tor for some ot of the increases state and state school shows a decrease ot of 1 being the decrease in ili the state levy tro fro tile the support of 0 district schools county schools shows an increase of 0 18 which was the levy estimated as necessary to provide the necessary funds tor for the rebuilding rebuild in 9 of 0 tile the delta high school the con can currance cur ranco of 0 the board ot of county commissioners the county school board and the state board ot of equalization was made necessary by tho the past legislature in order to make this increase county general is reduced 1 mill the poor fund shows allows a decrease ot of 1 mill perhaps due to the tact fact that usually it if the old age pension law is availed ot at it will lessen the burden on this fund the old age pension levy ot of 1 mill follows the recent legislative enactment which was glowed by an all opinion ot of the attorney general which held the law made the levy mandatory upon the counties dependent mothers shows an in 1 crease at 0 1 mill which means approximately 1600 and due to the increased demand tor for county aid in tills this direction tile the strain on this fund demanded tills this increase bond interest and sinking fund show an all increase ot of 33 mills which being the largest increase might seem hardest to conceive yet the situation appears different upon explanation I 1 ten years ago the people of 0 albil ard county passed a bond election to build the county court house and to build certain county roads these bonds were interest bearing of 0 course and tile the interest along with a sinking fund was provided tor for in ili past years by a low levy such as in 1928 ot of 17 mills this however was not sufficient in the light ot of taxes collected to keep beep the interest fund in good condition so this year it became necessary to make an additional increase to care tor for the interest this is the he 3 mill increase then also the first payment of 0 a series ot at 10 payments of cornea comes due next year and must be provided for or in the levy of this year and in order to raise that amount a levy ot of 3 mills Is necessary on tile the basis ot of 75 pei per cent of the taxes being paid the county fair levy is just the same as last year the county road levy is the same also the increase I 1 in th the st state t a road aw emada fund of 11 an blira I 1 1 was made 0 after a one tor for the county and it if refused at this time the state would undoubtedly given some other county the same opportunity and no one could tell when a similar opportunity would present itself the county wil probably spend an amount equal to their portion of the oiling program to match state aid on a 50 CO 50 basis in improving the grand central highway it seems from this review that the county commissioners have exercised sound discretion in ili fixing the levy and although there Is an increase it has either been impossible to avoid or else was good business and justifiable the tha largest increase la Is the 33 mills tor for the dond bond interest and sinking fund and the levy Is to pay a debt incurred by the vote of 0 the people which cannot be avoided some may teel feel that it Is somewhat like paying tor for a dead horse but never the less it must be paid for or and by a property tax it Is interesting to note that ol of the 28 mills levy only are made directly by the board of
