Show school school board asks for special election at the last meeting of the doard board of 0 education held march 1 the board decided to call a special election to ask the tax payers of millard county to permit them to maintain the present tax levies tor for throe three years this means to let them keep the special 3 mills that have been on the past two years on for another three year period this action grew out of the following situation first two years ago the people voted a 3 mill tax tor for 2 years it should have produced approximately the board felt sate safe in borrowing which they did for a two year period at 4 au li and at the maturity ot of the loan paid back principal and interest altho there is a heavy delinquency in this county the amount paid in delinquent taxes usually offsets the current delinquency on an ordinary rate so that the board did not discount for possible delinquency due to delinquent taxes the board realized about or a shortage on the 3 mill levy of 0 this amount had already been paid out ot of the current funds before the board knew how much the delinquency would be second the doard board made estimates of its building program and found it exceeded the loan they borrowed but found their building program estimates estimate s about since each district felt equally anxious for its part of 0 the building proceeds tile the board hoped to take enough from the general account in two years to fulfil fulfill their promises up to this would mean about a year from current taxes aich Is about the yearly average expenditure on buildings however the building program did not stop at as they had hoped but cost or nearly 10 over their budget practically all building was done by bidding A special supervisor of buildings was appointed and every thing done to insure careful efficient service the buildings are well done and speak tor for themselves yet the program overshot their budget third this 3 mill tax will produce not but about yearly so that the building program needs one year more of the 3 mill at acx to catch up with itself fourth the school burden has greatly increased while revenues have shrunk in 1919 1920 1921 we had an assessed valuation of ov er cr 19 million dollars this year we have an assessed valuation of 16 million dollars or 20 less the rate in 1921 was 7 79 19 mills the rate this year for maintenance was 75 mills part of 0 which has been used tor for buildings and has been bee used to pay a loan tor for last year in 1920 we wa had 2216 pupils in average dally daily attendance ot of this number were in high school this year we have in average daily attendance en dance of 0 whom are in high school fifth there is a slight increase in school maintenance over 1920 first because we have so many more in high school than formerly second we have heating plants in ili many more buildings third wo we are payi paying r ng more in transportation than in 1921 but our elementary costs are less per capita than formerly due to the elimination ot of several teachers sixth comparative costs show that millard is in good shape finall financially as to debt service we have selected our neighboring counties tor for comparison millard rd ranks 19 in ili assessed valuation in hi bonded debt per child and 7 in ili bonded debt per 1000 ot of assessed valuation ranks 12 in assessed valuation 32 in bonded debt per child and 21 in bonded debt per 1000 ot of assessed valuation ranks 23 la in assessed valuation 39 in bonded beat per child and 35 in bonded debt per 1000 1000 of 0 assessed valuation there aro are 40 districts in the state 21 having lower assessed values than millard seventh comparisons with other counties show that millard schools are economically run following are tabulations from the next year will be IS 18 or over the board probably would not have asked for the levy had it not already been on tor for the past two years at present it means to maintain our present level not to increase it it if it cornea comes off it means a saying saving of 0 to a man whose assessed valuation Is 1 it if a man owns a home and 40 acres of 0 improved land assessed at it means a saying saving
