Show ION IN OF PROPOS 19 L resolutions PRESENTED TO conference recognizing PROGRESS BEING MADE twenty third session favors many matters of vital importance to nation many nations are represented washington the twenty third con ference of the union in a reo resolution lution here indorsed endorsed indor sed ti the ie efforts effort of the league of nations find and the pan american union to codify international laws and called for a general and constructive plan for the work the conference also adopted a resolution providing for a declaration of rights and dutes of nations and another directing a study to prevent wars of aggression the resolutions cleared the way for the confer conference to consider at its next session the question of reduction of armaments the resolution of codification of international ter national laws was drafted by ellhu elihu root whose paper on the subject had been read earlier in the day by representative theodore burton of ohio it expressed appreciation for the work of the league of nations and the iho pan american union on codification and urged aa a general and constructive tive plan for such codification baad licit ed on the progress made during years with a view to denning defining the fundamental conditions of the regime of peace to be instituted between the nations riv it also would provide a plan for the judicial settlement of disputes which constitute a threat to that regime and to the application if necessary essaiy of methods of execution and of sanction the second resolution reported by senator il II la fontaine of the belgian group provided for a declara tion of rights rig and duties of nations which would prove a powerful factor facter in promoting amongst them tho the sense of order of international justice and of responsibility V V pella of the rumanian group introduced the third resolution which would create a permanent committee of th the committee on juridical question to undertake the study of all the social political economic and moral causes of wars of aggression and to find practical solutions for the prevention of that crime and to draw up a 13 preliminary rell draft of an international legal code 11 in a preceding passage mr root aad stated his conviction that wars resulted from a state of mind lie ile amplified that statement with the assertion that we have reached a point where war cannot be successfully carried on unless it ft gratified gratifies the feelings of the tha great greaf body or of the people of the country the conclusion tho the paper continued linued is that tile most effective method ot of dealing with the state of mind which leads to war Is not by any more mere negative but a counter affirmative firma tive consisting of a substitute to for r decision by var in tho the form ot of decision by proof and reason considering tho the use of these three institutions in the disposal of international controversies under the troubled and excited conditions ot of europe during the past five years and the results which have been accomplished it Is apparent that these institutions are an or evolution from the practically necessities of la in tor national life |
