water taker to permit any person from other premises or any unauthorized person to use or obtain water from his premises or water fixtures whether J tor or outside pt his building except as provided in the next preceding section a mending amending section 6 ot of said ordinance section 13 waste prohibited it shall be unlawful tor for any water taker to waste water or allow it to be wasted by imperfect stops valves leaky joints or pipes or to allow tanks or watering troughs to leak or overflow or wastefully to run water from hydrants faucets or stops or through basins water closets ur nials sinks or other apparatus or to use the water tor for other purposes than those for which he has paid or to use the water in violation of 0 the rules aud and regulations for or controlling the
