about their city government this is ne necessary essary in this country where the people govern especially where they hold the responsibility of nominating and electing lie he olli oil leers cers of their government the object of this particular article is to arouse the elect electorates orn orates acs interest concerning the nominations and elections of city officers here alel c lies the keystone of your powers and the failure or success in which our city government is run thru tile the exercise of these powers I 1 wish the people of this town would read this article and other articles on nominations and elections of city officers in order to ampro improve are them take a deeper interest in these parts of government in order to make for efficiency milton A melville I 1 last week we touched lightly upon tile the subject of nominations and elections because they are so closely alicd to the duties of the electorate this issue will deal in a broader way with the nomination and election of our city officers it is is I 1 necessary to do this because this subject is the most ant alit one confronting the voters of this city not too much can call be said and repeated to you with regards to this subject it is your duty to take these parts of your politics seriously in order to obtain efficient government you have no doubt heard of nominations and elections of city officers the nominations ar are e carried on oil by the different political ical parties by the voters of the town to to place on oil the ballot the names of the mayor recorder and treasurer tile election is the casting of votes in lavor of one set of nominees or the other one isas important as tile other neither should bo be neglected by the voters of this town inasmuch ns as tile subject of nominations comes first lot let us Is discuss it and analyze it as it functions in the community there several methods of bf nam nom in abing officers the closed and open primaries and tale non method of nominal ing are some of the different ways used we have in this town tile the open prim primary try it is better than the closed primary because a person can attend tile the primary without declaring irilli liis his politics I 1 people are arc reluctant to do this as we all know the non part izan method of nomina ing is carried on oil in cities like salt lake which lias has the commission I 1 form of government and do dos dol L not concern us we have a good method 04 04 nominating our city officers it does not however work out in practice at least it lias has not done so in this town since I 1 can call remember let me ine tell you how our nominations are ela ia aried l led on oil the meeting is called for a certain night might certain can candidates candidate didat s go around and enlist tile support of their friends friend sr when the nito nite of the nomination arrives only two br or three bodies of people numbering about fifty in all ali conic come to carry on oil the nominations think of it only fifty voters of this eity city out of about carry ingon ing on oil tile the nomination of tile the city of officers acers tilen then you kick at your youl officers when they ere are not efficient I 1 claim that mhd man mail who takes no part in nominating liis is officers or servants has no I 1 right ight to kick at the service lie he receives these fifty men and women nom anat the men they want and in not always who the people want wanti whether or not they are arc competent or whether or not the p people cople want either cither set of nominees ilice s e lecter for officers is not for the people to decide they must elect who these fifty people gomill ate at the primaries I 1 claim that the minority and not thema maior jor iry is running tin till s govern government ni this should not occur if you voters want bettor better of fliers got get out to the primaries this fall and lilt nominate them this important tell step must be uen taken by you before this government will improve materially the importance immaterially of the primaries I 1 after the republicans republican and deni dem have nominated their candidates tile the c campaign a a and nd election follow it is often discussed whet whether lier or not politics should dominate our city government I 1 say that they should not wo we know that the cl everage between the republicans I 1 and democrats is str strong 0 ilg tho the nat national ionnI issues beteri determine line which party most of you be belong ong to rut but our city problems are arc totally din anent national ies should not interfere with city problems because of tic ti tl C difference in the issues between tile the national problems and the city problems independent city parties t ie do not last long at least this has been the experienced experienc co eo of 0 f parties that have existed irons from time to time in dill dil erent pities of the united states non parti san sail elections are not as successful as is they tire are supposed to bo be therefore we must conne come back to the republican and democratic parties for u t name let us its not vote for our city officers be because caLise our national politics determine which party we belong to the thi tiling thing ng you voters want to do is to select thebert men for your city offic cry then and only tile then will wal you get efficiency we are arc very fortunate in having an all advanced system of voting in this city and state years ago each party furnished the ball one bartys ballots would be one color and others an another color consequently a person could tell who the people were voting for by observing the color of ballot used tile the ballot that WO we use now has as all the names printed on it consequently one can call vote in ill secrecy which is wish of the electorate in some cities ci t ies the political emblems are stricken from the ballots bi illets in order to 0 do away with as much of the party voting as possible this is a good plan for to adopt some of the most advance advanced cities have adopted the preferential method of voting that is th names of the alie candidates ire are pla placed C ed on oil the 1 ballots a blots three t times A voter states his first second and third choice for the officers oni cers if a candidate does not i receive ec e dive a majority the second choice votes lire are counted until a man mail can be found who does receive a majority of the votes by this system of balloting another good feature of our city government is that elections u are 0 n not ot held when national state or co county anty elections are arc held beld there are two reasons why this is a good plan in the first place tile national and state politics dominate tecc ity politics so that 1 partisan 1 a r aisan officers are chosen for tho city this is what we are arc ti trying vill 9 to liml prohibit libit in ill the second place tile the conics on it the ballot I 1 ire are so numerous ill eliat it all of the nominees are not known to tile voter till and it takes too long fot for him to carefully scan the list before gi his vote this city is fortunate in ill avoiding these two faults of clec tons we should feel proud for this intelligent forethought of our forefathers lef us lis bear in mind the im hn of nominations and elections they tire arc the keystone to the success of
