constitution of tile the state of utah so ao tl that tat the same will read as aa follows 1 the power of taxation shall never bo be surrendered adored suspended or contracted away alt all taxes shall be uniform upon tho the same class of 0 property within the territorial limits of the authority levying tile tho tax and shall ahall be levied and collected for public purposes only 2 the legislature shall provide by law for nn an annual ta x with other sources of 0 rev levenio eluo to defray the estimated ordinary expenses of the state fur for each each fiscal year for the purpose of paying the afie state debt it any there be the legislature shall provide for levying a tax lax annually sufficient auni clent to pay tho the annual interest lameres t and principal of such debt w within twenty
