by the legislature of tile tho state of utah two thirds of all members elected to each of the two houses concurring therein section 1 it la Is proposed to amend article 13 of tile the constitution of the state of utah so that the same will vill read as follows 1 the power of taxation shall never be surrendered suspended or contracted away all taxes slin shill be uniform upon tile tho same class of prot property within the territorial limits of th the e authority levying tile the tax and shall be levied and collected tor for public purposes only 2 the legislature shall provide by law for an ail annual tax sufficient with ocher sources of revenue to dotray detray the estimated ordinary expenses of tile the alato tor for each fiscal year for the purpose of paying the state debt it any there bo be the legislature shall provide tor for levying a tax annually sufficient to pay tho the annual interest and principal of such auch debt within twenty years from froin the final passage of the law creating the debt 3 there shall bo be exempt from taxation property ot of the united states of 0 the state counties cities towns school districts municipal corporations and public libraries lots lota with the buildings thereon hereon used exclusively for or either religious worship or purposes and places ot of burial not held or used tor for private or corporate benefit ditches capala cai als reservoirs pipes and flumes blumes owned and used by individuals or corporations for irrigating lands owned by such individuals or corporations or the individual members thereof shall not be separately taxed so long as they shall be owned and used exclusively for such purpose put provided that mortgages upon real and personal property shall be exempt from taxation and that tho the taxes of the indigent poor may be remitted or abated at such time and in such manner as may bo be provided by law N 4 the legislature Legis latura shall pot not impose taxes for the purpose ot of any county city town or other municipal corporation but may by law vest in ill tho the corporate authorities cherof respectively ively tile tho power to assess and collect taxes for all purposes of such lucli corporation 6 5 1 tho the surface ground of all mines and mining milling claims both placer and rock in ice containing or bearing gold R v copper lead ire iron or other val metals alFi after purchase thereof pam f jm the united states shall be taxed at a value not greater than tho the price raid tho the united states there then for or unless the surface ground or some part thereof of such r rtin frn or claim is used for other than jing purposes and has a separate and independent value tor for such other purposes I 1 in which caso case said surface ground or any part thereof so used tor for other than mining purposes shall bo be taxed taked at its value tor for other purposes as aa provided by law and all ail I 1 machinery used in mining and alz all peo property perty and surface improvements upon or appurtenant to mines and mining claims which have a value separate and independent ot of such mines or mining claims shall bo be taxed as provided by law all lands containing coal granite stone marble onyx gas oil hydrocarbons hydro carbons gypsum or other valuable mineral deposits other than those enumerated above in this section after purchase thereof from tile the united states and all property pio perty and surface improvements upon or appurtenant to s r h lands which have a value separate and independent of all such lands shall bo be taxed as provided by law in addition to the assessment of 0 tile surface grounds improvements and machinery clif nery of mines and mining claims all mines and mining claims prod ing net proceeds shall be taxed at a value not to exceed three times such net proceeds 6 an ail accurate statement of the receipts and expenditures of the public moneys shall be published annually in such manner as the Legia legislature lature may provide 7 the rate ot of taxation on property for state purposes shall never exceed eight mills on oil each dollar of valuation to bo be apportioned its as fellows fellow ow 8 not to exceed four our and one halt mills on each dollar of valuation for or general state purposes not to exceed three mills on each dollar ot of valuation tor for district school purposes not to exceed one halt half mill on each dollar ot of valuation tor for high school purposes that part ot of the state tax apportioned to high school purposes shall constitute a fund to be called the high school fund and shall bo be apportioned to tile the cities and school districts maintaining high schools in ill tho the manner tho the legislature may provide and whenever the taxable property within tho the state shall a mount to four hundred million dollars the rate ahall not exceed five mills on oil each dollar of 0 valuation unless a proposition to increase such rate specify specifying inE tile tho rate proposed propose dand and tho the time during which tho the same shall be levied bo ba first submitted to a voto veto ot of such of the qualified fled electors of the state as in the year next prece proceeding eding such election shall have paid a property arx assessed to them within tile tho state and tho the majority of 0 those voting thereon shall voto vote in favor thereof in such manner as may be pro vided aided by law 8 the malting making of profit out of public moneys using the same for a any purpose not authorized by law by any public of fleer shall bo be deemed a felony and shall bo be punished as provided by law but part pait ot of such punishment shall bo be disqualification to hold field public office 9 no appropriation shall be made or any expenditure authorized by the legislature whereby tho the expenditure of tho the state during any fiscal year shall ahall exceed the total tax then broyl provided d for by law and applicable tor for such suh appropriation or expenditure unless the legislature making such appropriation ria tion shall provide for lovyl levying nga B sufficient tax not exceeding the rates allowed in section 6 of this article to pay such BU cli appropriation or expenditure within such auch fiscal year tills this p revision provision shall not apply tp appropriations riat ions lous or expenditures to suppress insurrections defend tile tho state or assist in defending the united states in time of war 10 nothing in this constitution shall bo be construed to prevent the legislature from providing a stamp tax or it a tax based on income occupation licenses or franchises see sec 2 the secretary of state Is hereby ordered to give this pro proposition post to bs be published in at least one newspaper in every county in the state where a newspaper Is printed and published for two months preceding tile the next gla general election see sec 3 this proposition shall b submitted to the electors doctors of this state at tho the next net general election for their approval appi oval or disapproval all ballots used at such election shall have printed or written thereon the words for tho the amendment of article 13 of tile the constitution relating to taxation yes yea no and shall oher wise be prepared and submitted to the electors as aa may be otherwise provided by law and said ballot shall bo be received counted and canvassed and
