by the legislature of the state of utah two thirds of all the members elected to each of the two houses concurring therein A section 1 that it is pio proposed posed to amend section 7 of article hlll of the constitution of the state of utah so that the same will read as follows 74 7 the rate of taxation on property for state purposes never r exceed A eight mills on each dollar of valuation to be apportioned as follows not to exceed four and one half mills on oil each dollar of valuation for general state purposes not to exceed three mills on oil each dollar of valuation for district school purposes not to ex J c ceca cd one half mill on oil each cacci dollar of valuation for high school purposes j that part of the state tax apportioned to high school purposes shall conati I 1 tuto tute a fund to be called the high school fund and shall be apportioned to the cities and school districts main high schools in the manner the legislature may provide and whenever the taxable property with lt in in the state shall amount to four hundred million dollars the rate shall not exceed five mills on each dollar of valuation unless a proposition to in ini crease such rate specifying the rate proposed and tile the time during which the same shall be levied be first sub bitted to a vote of such of tile the qualified electors of the state as in the lie V year next proceeding such election shall have paid a property tax assessed to them within the state and the majority of those voting ther thereon eori shall vote in favor thereof in such manner as may be provided by I 1 law dw r see the same will read as follows section 2 the public school system shall include kinder kindergarten garton schools common schools consisting of primary and grammer grades high schools an all agricultural college a university and such other schools as the legislature may establish the common conini schools shall bo be free the other departments of the system hall be supported supported as
