Show about town cor r po rations from an exchange we learn that the San santaquin town board has practically decided to have two open saloons at that place this is due to the fact that there is not enough means to carry on the administration and at present there is not elou enough LD h revenue to pay the r marshal arshal or prosecute a case that may comeux come up athas it has been proposed by the new ordinance to fix the license of each saloon in the town at per year the total income for the town by taxation is only such are the troubles and dis advantages that come to small towns where the people think they want to be up tip to date by having a town corporation we never could see any good policy in in small communities aspiring for such a useless and unprofitable luxury and have abw always ays discouraged it where is the advantage every precinct cb has its justice of the peace and constable who can exercise the same authority under the alie statute that a city justice and town marshal can under a town ordinance and when there are cases to be prosecuted ut edthe the county attorney who is paid by the county at merids to the prosecution and the precinct justice justee and constable and all court expenses are paid by the county ond and the people in the precinct have no salaried 0 officers f to pay no extra tax on the other hand there are the election expenses the oft officers leers salaries to pay occasional court expenses and some times b high gh priced dt attorneys attorney torney a fees all for the sake of wanting to be u uj to date and what can a town board do with a tax revenue 0 of f with a few additional dollars for license collected f from rom the town merchant hence the ur gent necessity of entering into the liquor for the ache purpose of getting revenue to pay the expenses 1 of being up to date this reminds us of a little fill more history during our forty two years of residence in the city of fillmore the population has never been less than one thousand but there have been times when maui many of the people were wishing that we had no city organization when we had bad no licensed saloons and city scrip was worth 40 acts on the dollar alt although bough the city council gave their time and service with out pay church members who had bad been in the saloon busi business noss nad quit rather than loose their standing in the church and non church members aid did not seem to care for theeonor the honor or perhaps doubting the profit so we lived on for some time without open saloons although 0 the city was hot dry until the city council hired george greenway green way to run a saloon now fhe way that was managed was thus the territorial rit orial provided a minimum figure r for liquor license which the city council could not go below but mr greenway said it was too much and declined to pay it so the city council r rather ather than not having such an gnip tp to date institution and being much in need of revenue made a compromise with mr greenway by which he was to pay the minimum license fee fixed by statue aud then the ul alty ty council would pay him back a cartain ce ertain amount out of the efty city treasury which of course was an illegal 0 ment but it went all the same for a while till others saw the prosperity coming to mr groen way through the saloon business entered into competition and for some time past three saloons have been collecting fool I 1 mone money y and will continue doing so till the kirbt april fool day when the no saloon experiment is to be tried again this is conforming with the peoples expressed will a at the last muri mun I 1 el election petion ana this being bein a government by the people they have the right to say and their chosen adminis administration tra tion as their servants are in duty bound 0 o heed the voice of their electors v |
