Show reapportionment the reapportionment bill of 1911 recently el enacted acted by congress increases iner eases the membership of the house of representatives by forty two frothi to 1 the number of members in the senate is fixed at two f from rom each state while the membership of the 1 fouse is fixed every ten years shortly after the completion comple tian of the con cen t sus tb ib ia 12 the duty of congress to reapportion the membership in con congress ress after each census that i is s to pass a reapportionment law fixing the number of members in the house und and re apportioning them among the states this work is done by first fixing the numb number er of members and then giving to each state its quota that is the prescribed method altho of course the total population is tah taken en the increase and decrees in ill population in the various states are given consideration i and the number of presenta represents re live alvea is fixed so that none of the states will lapose any 0 of f its representatives in previous ret the membership ot of the hou house ab has we believe been reduced reduce ct but once and as that proved unpopular witt with the people of the state which lost lose membership it has not since been tried if the membership had been left a at i t it was figured 0 out that several states would loose a representative the membership I 1 was therefore increased in order not to out the representation f from roin any state As a ra result utah gains one con congressman resi and it will be the duty d uty of the utah legislature to district disc riot this state balrin making the ional districts instead of one as tat at present now new york on the other hand will gain six members pennsylvania Pen sylvania will gain four and california and okla noma will g cr lai 1111 three each ach e A number humber of states will gain two each and a few more will wil 1 I 1 tn gain one each while none will suffer a 1 I loss the members of the next congress aress will have to IQ ie elected in NoveL november 1912 the same year as the presidential election in meantime if there is no sproul session of the legislature in UL utta tt to fco davide the stales into districts the n 1 aw congressman will be elected at large in fie will take his seat scab on march 4 1913 when the new administration begins the apportionment of congress also has a decided effect upon the presidential election the rp president resident as everybody should know is not elected by the popular kopul ar dote vote of the people but by the elec electoral tural college which has a membership equal to the total representation represent in in ath b th houses bouses of con congress 0 ress one for each senator and one for each representative utah will therefore have four votes in the electoral dollege college in 1913 1910 instead of r threes three as heretofore |
