Show protest against postal rate kate rulings R GENERAL prank frank H P postmaster hitchcock is having a hornets hor nota nest of a time with the medical scientific and other societies of like character whose publications ho he is trying to rule out of the malls mails at tho the centa cent a pound rate for years societies of this character have been availing themselves of this under the law of 1879 but about a year ago the postmaster general served notice on them that unless they changed their method they must pay tho the rate of another class or about five times as much as they are paying now the societies made vigorous protest in consequence of which mr hitchcock has hals hold held his order in abeyance the house in the meantime passed the dodds bill to give publications issued by educational scientific philanthropic and fr fraternal societies the same mail rate privileges enjoyed by other magazines the bill has not passed the senate nor in fact can senator penrose chairman of the committee on and post roads be induced to call a meeting IQ 0 o consider it the postmaster general maintains main taina that ho he is simply complying with existing law it is pointed out by tha department that the postmaster general would have no end ot of trouble on his hands if he made excel tiona in administering the law specifying the sort of matter that may be ba il carried at ibie the cent a round rate A 4 |
