league to doubt its efficacy It tended to alienate some of the Latin American republics republics r m the league and it undoubtedly undoubtedly undoubtedly edly was cause causo of discontent and more or less or jealousies on the part of a number of nations who had entered the league 0 The Washington conference will willbe willbe be regarded by man many people In ill the world as an effort on the part of the United States to effectually kill the league You will observe that the Washington conference seeks only to todeal todeal todeal deal with the segment of a great international international in international in- in circle of degrees We e ought to have an organization that deals with the he entire circle not circle not an that deals with 40 or 50 or 60 or even 90 or ISO degrees of or the circle Not only the political condition of ot the world is chaotic but the financial financial financial finan finan- cial and economic condition is tragic With peace In the world and with an guide for not only our nation nation nation na na- na- na tion but for all nations of the world There are many things about abou t the Washington conference proceedings that are objectionable to me I know there are some who are supporting supporting supporting sup sup- porting the conference who will wUl hope bope and earnestly believe that its efforts will effectually kill the l league agul of nations There are others who believe that It will supplement the work of the league and still others believing that the league has been discredited are looking to this confer conference conference con con- fer ference nce as an attempt to secure c cooperation co cooperation co- co operation among Important powers of the earth I shah watt wart until the work of the conference Is over before before before be be- fore determining just exactly what course I shall pursue I am anxious to support the work or the conference conference conference confer confer- ence and if I believe that its work is good I shall support the treaties which are drafted for the purpose of carrying into effect the agreements and understandings reached No partisan feeling will actuate me in these matters While I think the Republican party committed a great wrong in is opposing the league I should dislike to see the Democrats array themselves against any movement movement movement move- move movel l I ment which except that which the states which were sovereign surrendered to it Its powers when grants are given should be construed strictly and not with a view to depriving the states of any rights which they did not specifically grant The rile power to forbid the manufacture and sale of i intoxicating for beverage purposes purposes would seem not to give to the federal government the power to declare something to be he intoxicating Intoxicating Intoxicating cating which is not intoxicating nor northe northe northe the power to forbid the tile use of ale alco alcoholic holic liquors for medicinal or mechanIcal mechanical mechanical me me- purposes But the extreme prohibitionist takes the view th t congress can do anything under this constitutional grant that directly or indirectly relates to alcoholic liquors It can declare something to be bein in intoxicating intoxicating in- in that Is not intoxicating and can forbid lorum the me use of or alcohol for purely medicinal or mechanical purpose I have been unable to support that view In view of the constitutional amendment I gave my support and shall continue to do so to all legislation legis legis- lation th that t will wUl carry out what I conceive to be the clear intent and 1111 purpose of the constitutional amendment amendment amendment amend amend- ment and I am In favor of passing drastic laws to punish persons who manufacture or sell intoxicating liquors for beverage purposes I am amin in favor of liberal appropriations for the purpose of enforcing the I laws The Tho Willis Campbell bill bUl was the assertion
