Flumes should be placed in head-ditches and waste-ways to convey the water across the tile lines, or, if the soil is suitable, good ditches made and carefully puddled before allowing large streams of water to enter. The responsibility is upon' the farmer as provided by 1 law. Self-interest also demands that every precaution be taken and constantly maintained especially through the first year. Drainage Laws of Utah, 1919, Sections 34 and 35. - SECTION 34. Any person who shall wrongfully and purposely fill up, cut, injure, destroy, or in any manner man-ner impair the usefulness of any drain, ditch or other work constructed under this act, or heretofore constructed' under any law of this State, or that may have heretofore or may hereafter be voluntarily constructed for the purpose of drainage or protection against overflow, shall be guilty of a misdemeanor. -, (Additional liability.) . , Section 35. In addition to the penalties provided in the preceding section, any person negligently, wrongfully or purposely filling up, cutting, injuring, destroying, or. Impairing the usefulness of any such drain, ditch, levee or other work, obstructing or filling up any natural stream or outlet within or behind the drainage district, shall be liable to said district for all damages occn.iioned to -such work, and to the owners and occupants of lands, for all damages that may result to them by such wrongful act, which may be recovered in ony court of competent Jurisdiction. Juris-diction. ' Inspection of the system by farmer's committees, individual indiv-idual farmers, groups of farmers or other interested parties is welcomed by the supervisors, who will deem it a pleasure to go over the system with them and make full explanations when convenient.
