Declaring for state rights and against the conservation policy, as now fastened upon the western states by federal department beads, through their rules, regulations and construction of laws, passed with the object of- helping Bottlers, Governor Gov-ernor Norris of Montana on Thursday Thurs-day opened the first annual session of the conference of western governors here. The opening of the Important subject by the chief executives present, pres-ent, and prominent representatives of other states, started the conference off on a live wire Issue that may develop de-velop into crystallzed action towards bringing relief. Those present are: Governor Norris of Mou-tana, Mou-tana, Governor Spry of Utah, Governor Gov-ernor AVcBt of Oregon, Governor Oddle Od-dle of Nevada and Governor Hawley. Governors Carey of Wyoming, Veasey of South Dakota. Kberhart or Minnesota, Stubbs of Kansas, Cruce of Oklahoma, Shnffroth of Colorado, McDonald of New Mexico, Hunt of Arizona, Johnson of California and Hay of Washington were unable to attend. at-tend. In his address Governor Norris declared de-clared that the western people are devoted to the interests of the nm o and of the other states, but feel they may properly exert their bent efforts to protect and foster such Interests as are of right their own.
