National Committee Decide to Chang Bsis of Representation In Conventions Con-ventions Affecting South and Recognize Primaries. Washington. After five hour of debate the ltepuhlican national com in It tee on Tueaday night determined it was clothed with ample power to readjust re-adjust the composition of the party's national convention and had authority author-ity to make change in convention rule and procedure that have been demanded by many element since the convention of 1912 and the Democratic victory at the poll last November. With little bitterness and no tangible evidence that differences which arose over methods could not be reconciled, the committee took steps which have been agitated In the party for thirty years and which have been vital factor fact-or In many exciting convention In It latter-day history. Without a dissenting vote the committee com-mittee decided to make a change In the basl of representation in national convention which will greatly affect southern states, gave full recognition to the principle iu the primary election elec-tion of delegates; approval such law adopted by several states which provide pro-vide that all delegate be selected at large and accepted the principle that delegates properly accredited by itate authorities shall be placed on the temporary tem-porary convention roll. Informally It bad been agreed that the new basl of representation should be referred to the Republican In the varlou tate for ratification. The only difference of opinion that developed on the urface wa over the question of the machinery to be used to effect the reform. Of the forty-nine forty-nine committeemen who voted on the one rollcall taken, fourteen favored the calling of a special convention to bring about these changes, and thirty-five declared de-clared themselves opposed. |
