mt pleasant commer cial al clubs there were 64 dele gates ites present from nearly every precinct in the county the object of the meeting as stated in the call published in the messenger last week sek was to unite in a protest to the ie secretary of the interior against the order for grazing leges on the manti reserve in 1904 wm win D livingston was chosen cli of the convention and H S kerr resolutions this committee wao was ut for nearly two hours and re turned a majority and minority re port ort the majority report was after fter a long and somewhat animated discussion adopted and is a to prepare a memorial be sent to the secretary Secre tarl of the merior embodying ng the report as opted by tho the convention the memorial as prepared by this committee is here given and will bo be presented to the national irrigation congress this week at ogden for endorsement MEMORIAL to the honorable the secretary of the interior whereas the order from the hon commissioner of the general land office directed to the visor of the manti forest reserve under date of august 1903 contemplates a decrease during the year 1904 from the approximate number of sheep now grazing razing within the limits of said reserve deserve to and a largo large de crease from the number of cattle now also grazing on said reserve and whereas such order if put into effect will be extremely disastrous to Hock flock masters and herdsmen by compelling coin polling them to sacrifice their property at forced sales unavoidable in disposing of so many stock sheep and cattle within so short a space of time and whereas while supporting most heartily the fundamental objects which caused the creation of the said reserve we confidently believe that it will support without violating its purposes more than the head of sheep and head of cattle specified and that ifa if duri during the year 1904 the I 1 large arge ng nu numbers rs included within class ath of the order hereto heretofore for mentioned be included in pursuance of the th 0 same and the policy of equalizing the benefits and privileges of the reserve be enforced with moderation that there will then remi remain lil i but a small number of sheep and cattle in excess of what the reserve will sustain according to the purposes of your department as understood by us wherefore in order to avoid the oppression of our business interests generally and of our flock masters and herdsmen particularly in the granting of more time for the disposition of the excess number of sheep and cattle now being sustained within the limits of said reserve and the equalization of the grazing ig privileges gradually so as to avoid undue loss by the present owners wo we ask that the order of august 1903 be so modified that during the year 1904 only those sheep mentioned in class ath or what are known as transient herds be excluded from the reserve and that the equalization of the remaining herds be arranged without the obligatory disposition of too many sheep at once by the present owners and that annually after 1904 if deemed necessary and expedient by the department the number he be reduced twenty five 25 percent per cent until such time as a proper relation between the number of ani animals nials and the gracing graving facilities which the re serve will afford shall have been reached wo we also ask a modification of the rule relative to district no 5 of the aforementioned order so that grazi grazing nig may bo do permitted on such portions of said district as will not violate the purpose for which the reserve was
