We feel however that the responsibility re-sponsibility Is with us to see that the money Is properly expended. The statement "Shall wo vote a County Bond," signed by some thirty thir-ty taxpayers and circulated throughout the county expresses our sentiments and has our' approval.,. It you vote the. bond wo pledge our best endeavors to prosecute the work along the following lines: 1. No paving will be done un'epi 50 per cent of the costs are paid by the rederat government or state. We have good reasons to expect federal aid on a 50-50 basis and this portion ot the road program will not be commenced com-menced until this nld Is forthcoming. forthcom-ing. 2. No bonds will be sold except at a good figure and It will never be, our policy to snertrice the bonds, i 3. We have worked out a syn-, torn whereby the county engineering , costs will not uxueeil 5 per cent and , on a number of projects will not exceed ex-ceed 3 per cent. , 4. It Is our Intention, If the bonds i aro voted to go' to woik at once on ( the cross roads as ndveitlsed and ( push them to completion as fust na . possible. 5. The program .as workid out is ) of sufficient size that It will Justify properly grading and classifying ma-, jlerlals so as to prevent hauling cob-, hies and boulders on to the surface of the roads. ( C. It Is our intention thai pnrtlen .hauling materials on the roads shall .be paid by the amount of material actually put In place on the roads, .which will Insure an honest day's labor la-bor for an1 honest day's pay. 7. In the construction of these roads wo will use all local materials i I nnd labor that Is available and expr-ct . that tho money will bo earned aim kept here aj home. If this bond is voted it will take rnro of practically all road work done this year nnd nnablo us to pay off nil .past Indebtedness of tho county coun-ty from tho levy for road purposes ir this year. If the bond Is not voted it will be necessary for us to levy for road I purposes for 1921 n&jfollows; For county roads. 3 mills. For state' roads 3-mills, and for-past for-past debts 1 1-2 mills. If the bond Is voted tho total levy for 1921 road purposes will be from three to four mills, a saving In thta year's road taxea of about one-half. If you vottvthi bonds no levy will b mndo during the term of our otllce for roji purpos. ,. m excess or 4 mltle. Wo believe that the program aH outlined covering as it doeo about 135 mllea.or road will put practically nil or the roads of Cache county In good.sbapVt so that they can be ma; .- tnlned-.toi1 much losr than the present pres-ent cost or maintaining our county I roads and this item alone will be a lu'rg.. juetiujnont sating to the ta.-payers-of curat- county., j Finally: We beliove the bond market Is, such that our bonds will sell at a fuvor.tlite price . We know that' there- Is scarcity of money 'and a large vurplus of labor In the (county at' the present time. These ractors make the building of roa'ds nt the present time very favorable. We believe wc should build the roads now fn order that the people who are llv-!lng llv-!lng todajvuuiy have the use or them. We acknowledge that we are the people's-servants and will checfully icccpt'your verdict at the polls. - ' ." II. A. THEURER, J WILLIAM MURRAY, : A W. MYER. I Commissioners. 1 . I |
