Rice, alias Jacob S. Herzig, alias Judge H Dodge, a clean bill of health. H Rice is reported to have served H in the New York state penitentiary, in Sing Sing and in Blackwell's Island neni- H tentiary. He is a real crook, and from H latest reports will be asked by the Cali- H fornia authorities to be extradited. H Just how much the conunission is at B fault in its-action or whether it is at fault H at all is so far a matter of o)inion 1 judging from the statements of the intcr- H csted parties, but what this paper wants H to say is this. We stated when this blue H sky legislation was passed that it did not H mean anything for the good of the people. H That it was one phase of the then prevail- HH ing disease of "Commissionitis" that was H -infecting the state. We said that no Sec- H retary of State, no Attorney General and H no Bank Examiner would be endowed HH with sufficient practical knowledge of H the phases of all corporations and would HHi possess sufficient wsdom to safeguard the rights of the people in the matters covered by the legisfation. We said it was a farce to make the people of 'the state a race of dependents on the wisdom of any commission. To date the commission com-mission we dare say has done many good things, but it is also safe to say that the easiest Ruben in the state could not fall for a cleverer crook than this man Rice appears to be.
