Show TO THE TAXPAYERS OF CACHE COUNTY The county Commissioners, Influenced Influ-enced by a committee of the Logan Commercial and Rotary clubs, to geth.er with a representative from each of the towns ot tho county, hare decided to call an election to vote upon the question of bondlur, Cache county for the sum of $700 000 for roads. ' The matter has been thoroughly 'discussed in the circles responsible for the. movement and figure h'ao been, presented' that would almost lead the 'Unwary to the conclusion that the proposition would be a dividend div-idend payer even to the extent that taxes would be actually reduced in consequence thereof. The story reads like a new discovery fresh from the fertile brain ot "Get Rich Qu'ck Walllngford," and sets all tho untg-niflcent untg-niflcent accomplishments of tin sturdy pioneers who founded and built the county at naught In com-patlson com-patlson thereof, and except from the fact that tho votes-must be depositee', and counted the election has bean carried,, the bonds sold, the monov-spent, monov-spent, and the, roads a reality SOME IWi.ADVI.SKD KPITIIETS .. Notwithstanding the fact that ai" taxpayer who has tho temority to tv-cn tv-cn discuss tho advisability ot such a movement, say nothlnng about opposing op-posing It, subjects himself to tho fiery darts pf the business and literary liter-ary lights behind the movement, ahe Is at once called a "moss back," a "bum citizen," a representative of the "stone age" and other personal Insinuation such as .the promojeis have flung at Cache county taxpayers, taxpay-ers, yet the undersigned are going to risk their names ahd persona', standing to tho extent of making a few observations. NOTHING NEW In tho first placo tho Cache Coun-(y Coun-(y Road committee that seems to havo underwritten the acts of thn county commissioners, both the present pre-sent board and tho board to b. has revealed nothing new In Its analynla of the proposed bond Issue. No na-v arithmetic Is necessary to convince tho humblest taxpayer that one mill per annum on a' $35,000,000 valuation valua-tion will nay tho Interest on $700 - 000 at 5 per cent, and It doei not lake long for tho same taxpayer to figure out that a like amount for ten j ears placed at Interest each ear at 4 per cent will at tho end of twenty years pay the principal. And yet wltn alltlicso figures 'before thorn tho taxpayer or'.thls county "vo twlc defeated avroadjbondyAgnln if must be conceded that' the roads are Inja delorablo condition, perhaps never worse, but It must likewise he conceded con-ceded that the crying need Is not more money for roads, but sub:.n- ui romiitR for money expended on roads, as we will later show. Further, Furth-er, it must also be conceded that this matter could not havo been brought, up at a worse time. Taf-ss never wero so high as thoy will bo thU fall, the bond market never was worse, money is tight and tho burdens bur-dens of tho taxpayers never wero heavier. But says tho sponsers for this bond "this Investment 'will ro-duco ro-duco the taxes and thereby lesson tho burdens of the tax payers." Ah If It only would, but we fear Cacho county has too many Missouri mules that must be "shown" before they will adopt tho method.of relief fr-" liability "through the bond route at this time. THEin PliATFORM The "Lift Cache, Caunjjk Jut of sponsers of this movement Is apparently appar-ently submitted as their plat'orm Whether It is the platform of tho Count); Commissioners Is not nppar cnt, bill ou this platform we iwmno the committee proposes to go before the taxpayers. So be It. To say .the least tho platform Is amusing. In It there Is an attempt t$ coerce tho taxpayers to vole this bond linger the threat of a five mill tax'forVoa-l purposes tor the rest ot their natural natur-al days. Let' follow tho argument a llttlo! Five mill will bring $17C-000. $17C-000. That amount was levied, collected col-lected Jand spent last year, we are Informed. 8ome money. Wo know of county commissioners that have served this county for six years and have not had that much money to spend on tho roads during tho en. tire six ears and yet Imvo built better bet-ter ronds and kept tho roads In better bet-ter condition than the expenditure of thls$175,000 has dono this past j ear. "This year It will tako five mills It any work at nil Is dono In tho county," this platform declares. Think of It taxpayers. But ve-. llttlo accomplished with $175 000 last year, and "If any' work at all in done In the county." this year $175,000 moro is necessary. Tnesc two items alone amount to $350,000 and the $700,000 proppsod bond issue would bring on tho market In round, figures $600,000, Just $250,-000 $250,-000 moro than the amount spent last year for which no substantial return )s visible, and the amount requlrr .1 this ycj "It any work at all Is done!? With such a snowing'and In the face ot snch a chargo what sano man would want to vote the expenditure expen-diture of $600,000 at such a time and under such conditions. If $350,-000 $350,-000 can be completely lost sight ct in'two years how long would It toko the little balance of $250,000 to vanish away. Surely It Is not inonfty wo neod for roads, but results for money expended on roads, and If better results cannot bo obtained it Is high time tho taxpayers wore vetoing, ve-toing, tempoinrlly at least, this annual an-nual levy of .$175,000. Taxpayers, think It over! not cnrricis'N hut facts This. Is not a criticism of the county coun-ty administration. It is an analysis ot the stuatlon from tho broad p!i-form p!i-form ot fncts. Tho commIsslonMH cannol change conditions. Tlicy enn-not enn-not possibly make $2.75 return any more than $1,00 returned in normul times, and on this basis this entlr? bond Issue, If voted and spent un der present conditions, would acconv piled it spent wisely what about $220,000 would accomplish In normal nor-mal times. Tho commissioners cannot can-not help tho labor situation, They, of course, havo dono tho best thuv can, but even that docs not brlnt; satisfactory accomplishment. Labor never was so Independent, and tho taxpayers wero nover In the history ot the county so dopendent on labor. To divert labor, haughty as It li from the farms to the roads, would entail Increased burdens on tho taxpayers, tax-payers, and this Item alone Is something some-thing taxpayers will remember on election day and something tho select se-lect committee will learn to appreciate appre-ciate tho morning after. ROADS WILL NOT HI? RUHiT NOW This amusing platform submitted by the County. Road committee says "under tho present plan of voting the bonds Cyclic county will get heroadjj.nojr,", whll.o4.on thj. (Continued on Page' Eight) - $ . 11 TO THE TAXPAYER'S' t OF CACHE COUNTY (Contlnuod from Pago One) ' ; ; J- fBino page In its introduction of l's "Expert Bond Advisory Committee"' It sayH! "It will nut bo necessary to sell tho bonds as soon as they aro voted If tills will mean selling at a " sacrifice." What then Is the pro gram? H . COMMITTEE 18 CRITICAL ': .' ': Again our enthusiastic friends I' row critical. It Is true ybu say i .- -, tho commissioners havo ncceptcd tho I good ofllccs of your advisory com mittee, and you claim tho work will bo done ( under. the direction of an experienced construction engineer. Of course your committee may bo of material assistance, providing tl;i commissioners ato agreeable an) they have not said so, but will yoa get a. hotter engineer than tho onj , that has served the county thejo many'yoars? Just a little njoro'fool for thought, taxpayers. THE KNOCK-OUT And then comes the knockout. Our bond sponsors In this platform say: "We elect a level headed set of commissioners com-missioners to ofllco and after they hnvo spent ttwo or four years learning learn-ing something about building roads wo Immediately remove thorn and elect el-ect n new Inexperienced set." Verily, Ver-ily, Is our distinguished committer nominating tho present commissioner commission-er i to succeed themselves? If "yes" liio committee Is suddenly becoming a political factor with an advanced adaptability at slate marking, It "no"what moro conclusive argument could, bo made for the defeat of this Providing this bond Bhould carr, within three or four months there-, there-, after an election will he hold, and -.,. It Is not. only possible, but highly probable, notwithstanding any action, ac-tion, on ithe part., of, this committee, , " "a.,, new inexperienced sot" from r.'Jilch our friends .charge that wo cannot .'expect to get efficiency" will be elected. And tho fact that the present commissioners' havo apparently appar-ently agreed tht the present county mail coinltteo shall tnderwrlto thctr ir.. Is'that any guarantee or Is tliiTe any guarantee that any llvlne r-nn can offer that tho newly olectod Inexperienced set" that may be el-ted el-ted will do likewise. And after I'.-.vIng mado such assertions Is It not fn'rly reasonable to assume that I lose who may bo elected this fall will rather check up this commltteo v ry carefully before putting tho l ins of' tho county In Us hands? . gain Itjwould seem that tho work i" this worthy committee Is In the It .Is of'tlto legislautre as'our prcs-rt prcs-rt , laws are certainly not In accord ":i itp'nns. Let's; get tho presidential pres-idential election off our hands and clear tho atmosphere Incident to such an Important .event even In nor mal times, say nothlnng about such times as tho present. Let's get. tho state and county elections out of tho way, and hare somo commissioner Installlcd that will bo In office two year and above all, let's not throw 1600,000 Into tho taps of three moi to spend during the eleventh hour o' their terms of office, the residue, If any, to bo passed on to three more men, the personnel Of whom we know not. For that la Just what It means taxpayers. The three commissioners com-missioners are tho aole Judges, notwithstanding not-withstanding all this talk about l-cct l-cct advisory committees,- accomplished accomplish-ed construction engineers, etc. Nj three living men can spend such an mount of your money, no matter who or what they are, Democrat, Republican, or otherwise, to advantage advan-tage with labor at its present stage of excitement, In the heat of a great national campaign, and within the short tlmo they will still have to serve. Bettor wait until tho election Is over and then you will know who will havo tho handling of your nun-oy nun-oy for tho next two years. Better wear out a few more nutomobllo tires; better take a little longer to deliver tho milk; better, pull a llttlo harder to haul the boots, and start out when conditions aro right to perform such a merltorous task. Batter Bat-ter havo the roads In their present condition and ,havo the $700,000, than to have them still In their present pres-ent condition and the $700,000 gone the way the $176,000 of last year.
