' ; On top of this Congress has legalized & railroad consolidations to strengthen F credit and give better service. This was E. H Harriman's plan for the .railroads in order tohuiltbthem up and extend.them with billions of new capital, but his ideas were ahead of the general understanding of the country at that time. We have lived and learned however and ae now profiting by clear experience.
