Show MAT. THOMAS AT HEAD OF U. A. C. CONGRESS The Utnh Irrigation nnd Drainage Congress was organized nta general session of Irrigators held at the U. A. C. Wednesday afternoon with Attorney Mathonlhah Thomas of Salt Lake City as president; W. D. Heers, state ongineer, John C. Wheo-lon Wheo-lon of Garland nnd A. F. Cardon of Logan wero olected vlco presidents. Professor l3raoIson of tho Utah Ag-rlcltrual Ag-rlcltrual Collego was elected secretary secre-tary and E. P. Ellason of Layton, treasurer. It was decided to havo a bonrd of governors composed of ono representative each from tho soven judlclaul districts, ono each from tho two congressional districts, and two from tho atato at large. Tho following follow-ing wero solected: First Judicial district, Olof Cronqulst, North Logan; Lo-gan; second, D. D. McKay, Ogden; third,. A. F. Doremus, Salt Lako City; fourth, R. S. Collett, Rooso-vlet; Rooso-vlet; fifth, James A. Mellville, Sr., Delta; sixth, R. D. Young, Richfield; seventh, Carl R. Marcuson, Price; first congressional district, Wllford Day, Parowan; second, C. F. Rrown, Salt Lako City; from tho stato at largo, Fletcher R. Hammond, Moab, and Joseph R. Murdock, Heber City. Tho officers will determine tho details de-tails of organization. Tho Congress Is open, not only to farmers, but to all Interested in irrigation and drain-ago drain-ago in Utah. The purposo of tho organization was declared to be "to further tho interests of the State of Utah in tho conservation of its water wat-er and to advance tho interests of' tho stato and its inhabitants in perfecting per-fecting and protecting all irrigation and drainage interests." Headquarters Headquar-ters of tho association will be in Salt Lake City, and an annual convention con-vention will bo held at a point to be decided upon from year to year. It was declared tho senco of tho meeting that proper articles of association asso-ciation bo drawn up and filed as provided pro-vided for under tho Statutes of Utah for organizations not for pecuniary profit. Proceeding tho election of officers Attornoy Thomas spoko to tho Irrigators Irri-gators assembled on tho determination determina-tion of vested water rights. Mr. Thomas declared that tho early pioneers pion-eers In Utah established three things In their Irrigation practlco, state ownership of water, stato control of water, and tho beneficial and economic econ-omic uso of water. Wo must come back to these threo principles, said Mr. Thomas, before wo can hopo to better our irrigation practice. Tho farmers of Utnh havo not tho right to mlssuno a single drop of water. They own only ns much wator as their land needs for its devolopmont. Mr. Thomns urged tho valuo of cooperation, co-operation, not only among farmers, but Irrigation companies ns well. Ho spoke of tho useless waste In money In construction nnd tho subsequent waste in water through seepage when several parallel canals are built when one would serve. Tho present average canal company is very badly bad-ly managed, charged Mr. Thomas, and thero should be a thorough house-cleaning, legally, financially, and from an engineering standpoint. Mr. Thomas deplored the tondency to save money by paying low salaries, at a loss In efficiency. J. C. Wheelon, of Garland, spoke on tho Possible Profits from Draining Drain-ing Water-Logged Lands In Utah, following Mr. Thomas. Mr. Wheel-on Wheel-on outlined tho conditions undor which tile dralnago Is profitable. Mr. Wheelon gavo somo examples of what drainage has dono for land. "Thero Is n substantial competency for any man in tho dralnago of his farm and a satisfaction in tho operation opera-tion of n well drained fnrm thnt enn not ho measured in money," said Mr. Wheelon. "And thoro fortunes awaiting tho Investor In tlio draining drain-ing water-logged lands. I feel safe in saying that thero aro 200.000 acres of land In Utah that could b'o drained at a profit of $10,000,000." Fully 400 wero in attendance all the Congress. M. E.
