Show I PROPOSED ISSUE OF BONDS FOR WATERSYSTEM Tho city commission proposes an issue of $70,000 worth of municipal bonds, for the Improvements of tho water system, and It Is proposed that the money derived from the salo ot the bonds be expendod In the following follow-ing genorQi way: Boglnnlng near tho northwest corner cor-ner of the Agricultural College grounds It is proposed to lay and construct a 12 Inch wntor main, thence down Seventh North street to or ncaf Main street, and thenco along Main Btreet to Fifth North and down Fifth North, west to Third West street and along Third West street into the Second ward and there connect con-nect with tho general water mains running south through tho southorn part of the city, thus making a complete com-plete trunk circuit ot water mains. This 12 Inch main to bo gradually reduced re-duced In slzo as it comes westward and southward to connect with the ,' other mains, Tho purpoBo of this construction Is to socuro an adequate distributing system and to secure n uniform pressure pres-sure Tho present conditions aro such that tho city Is unable to supply a very largo portion of tho Fifth ward, being the territory Immediately west of the cemetery, and thoao people peo-ple aro compelled to drink well water wa-ter which It Is contended seeps from tho cemetery. This will also en-nhlo en-nhlo tho city commissioners to run collateral mains from tho principal mains, to all portions of the city In-lA In-lA surlng an adequate supply and oltl-' oltl-' dent pressure. It will cut out and eliminate) a lot of tho "dead ends" which produco and furnish to wator usors bo much stagnant water in certain cer-tain portions of tho city. It has been ostlmatod by thu water wat-er department that this now con-Btrurtion, con-Btrurtion, taken In connection with our now rosorvolr, will make It l09, Blblo to supply wator to enough n.ow subscribe to nearly pay tho Inter-ost Inter-ost on the bond Isbuo, when all aro connected up. Then In addition to that It will (Continued on Pago Eight) BONDS FOR WATER (Continued from pago one) glvo us adequate lire protection which nt present wo do not have by any means. Again with the present system and taking Into account the length of time it requires to fill a sprinkler, the time lost Is fully one-third one-third of the time of tho sprinkler and team and man, and with the new construction con-struction It would be posslblo to either eith-er save approximately $1500 a year, or sprinkle that much more territory. terri-tory. The city has levied a special wler 'tax for the laBt two years and for this year, this was to coter the Do-Witt Do-Witt Springs Extension and the construction con-struction of tho now reservoir and in this connection it is desired to point out that tho levy each year fell a littlo short of what was finally necessary nec-essary to make this extension and tho reservoir so that the present situation sit-uation Is that when the DeWitt Springs Extension nnd reservoir is completed that tho city will still re-qulro re-qulro approximately $11,000 to meet thoso expenditures taking Into account ac-count also tho levy this year. So that unless this issue of bond3 is voted vot-ed it will bo necessary to levy a special spe-cial water tax next year as has been dono this year and during the last two years. If tho bond Issue Is authorized the water system can then be constructed construct-ed as It was originally designed and contemplated and with tho supply which wq have, ought to be adequate to supply the Inhabitants of the city for an Indefinite length of time In tho future. On the other hand if tho bond Issuo Is not authorized It will bo necessary for the city to lovy special taxes year by year until a sunlclent amount Is accumulated In order to make this improvement and In tho meantime a very large portion of the city will be without city water wa-ter at all and tho northern and bouth westerly portions of tho city during the summer months will be without adequate pressuro and consequence 'inadequate lire protection. All of the revenues of the water department have como back into the Improvement of the system during this and the preceding administration and every dollar of money realized from special taxes has been expended upon the DeWitt Springs Extension and tho construtlou of the rebor-oir rebor-oir there has been no diversion of the fund in any othor direction or for auy other purpose and if this bond Issue Is authorized tho city administration adminis-tration pledges Itself to see to It that every dollar realized from the salo of bonds will go Into the proposed Improvement of tho system and when tho Improvement is accomplished Logan Lo-gan City will have a water system second se-cond to none In tho State.
