Tho text of i tho statement which goes to Carran- za, Villa Zapata and Garza tho prln- i ilpal lenders, not ns a diplomatic i note from tho United States, but as J a declaration of President Wllsoni) nttlude, expressed In a statement to tho American people, Is as follows: "For moro than two years revolutionary revolu-tionary conditions havo existed In Mexico. Tho purposo of tho revolution revolu-tion wn8 to rid Mexico of men who Ignored tho constitution of tho republic re-public nnd used their power In contempt con-tempt of tho right of Its good people peo-ple and with these purposes tho people peo-ple of tho United States Instinctively nnd genorously sympathized. Dut tho leaders of tho rovolutlon, In tho very hour of tholr success, liavo disagreed dis-agreed nnd turned their arms ngnlnst ono another. "All professing tho same objects, thoy arc nevertheless unablo or unwilling un-willing to coopcrato. A central authority au-thority nt Mexico City Is no sooner sot up than It Is undermined and its authority denied by those who wero expected to Bupport It. "Mexico is apparently no nearer a solution of her traglial troubles than sho was when tho revolution was first fllndlcd. And she has been swept by civil war as If by flro. Her crops nro destroyed, hor fields Ho unseeded, her work cattle are confiscated confis-cated for tho uso ot tho armed factions, fac-tions, hor people leo to tho mountains moun-tains to cscapo being drawn into unavailing un-availing bloodshed and no man seems to sco or lead tho way to peaco and settled order. There Is no proper protection cither for hor own citizens citi-zens or for tho citizens of othor nations rosldcnt and nt work within her territory. Moxlco Is starving and without a government. ''Tn theso clrcumstancoo tho peoplo nnd government of tho United States cannot stand Indlfforontly by and do nothing to servo tholr nolghbors. They want nothing for themsolvcs In Moxlco. Least of all do tliey desiro to BOttlo her affairs for hor, or elalm any right to do so. Hut nolther do thoy wish to see uttor ruin como upon 1'or nnd they deem It tholr duty ns friends nnd neighbors to lond any aid thoy properly can to any Instrumentality Instru-mentality which promises to bo effective ef-fective In bringing about a settlement settle-ment which will ombody tho real ob-Jocts ob-Jocts of tlio rovolutlon constitutional constitution-al government and tlio rights ot tho peoplo. Patriotic Mexicans nro s'ck nt heart nnd cry out for peace and for ovcry self sacrlflco that may bo necessary to procuro It. Their peoplo peo-plo cry out for food nnd will presently pres-ently hate ns muth as thoy fenr every ev-ery man in tholr country or out ot It, who stands between them and tholr dully bread. "It Is tlmo tliereforo that tho government gov-ernment of tho United States should frankly stato the policy which, In those extraordinary circumstances, it becomes its duty to adopt. It must presently do what it has not hitherto done or felt nt liberty to do lond Its nctlvo moral support to eomo man or group of men, If such may bo found, who can rally tho suffering j peoplo of Mexico to their support in an effort to Ignoro, If thoy cannot unlto, the wnrrlng factions ot tho 1 country return to tho constitution of tlio republic so long In nboyanco and set up a government at Mexico City which tho great powers of tho ' world can rccognlzo nnd deal with, a govoinment with which tho program of tho rovolutlon will bo a business and not merely a plntform. "I thoroforo publicly and very solemnly sol-emnly call upon tho lenders of factions fac-tions In Moxlco to act, to act together, togeth-er, and to act promptly, for tho ro-Hot ro-Hot nnd redemption of tholr prostrnto country. I feol it to bo my duty to tell them that If thoy cannot nccom-moilnto nccom-moilnto their differences nnd unlto for this great purposo within n vory short tlmo this government will bo constrained to doildo what means should bo employed by tho United States In order to help Moxlco snvo horsolf and sorvo her peoplo." |
