Senator lladger offered a substitute that thoy bo declared dry until voted wet at an election, petitioned for by ten per cent of tho qualified electors. Tho substitute was lost. Smith, .Kuchler and Popo voting against it, and, lladger llad-ger and Wooton in tho affirmative The Kuchler motion carried. A motion by Kuchler carried that election may bo hold on tho liquor question on petlltlon of twenty-five per cent of tho electors, nnd that a majority of tho votes cast would decide. de-cide.
