Every two years thereafter there will bo elected an auditor for a term of two years and two commlssloneis for a term of four years, and every four yenrs thereafter tlieio will ho elected a mayor commissioner commis-sioner nnd two commissioners for a term of four yenrs, so thnt there will bo nt all times, either, two or thieo holdover commissioners and after tho first nil will hold office for four years.
