It has been foiced into the lccognltlon that public pub-lic evils can be collected only by the employment of legitimate political methods, and that those who decry wrong and yet arc unwilling to cast their political inllucnce and endeavor on the side of right, arc as much foes to good government as the I toss and ills unscrupulous tools.
