The men In charge were dubbed '"Incompetents," the city council was Hayed, and many 1 columns appeared in the Democratic organ in reference to the bad timber ' being used, the undoubted failure of I the system when completed, etc., etc. 8S i1 But why recall unpleasant Incidents? I All that was said during a campaign, and of course our democratic friends had to create Komc thunder. And just like thunder, the noise has rolled J away, and the plant during eighteen I months of continuous operation has I proved an almost unparallellcd success J The light and power furnished is the J equal or any, steady and brilliant, and J there has been the mlnumun number J of stoppages. The system has been and still Is In perfect working order, a credit to the men who put It In, the J city which llnanccd the alTalr, and the men who handled It. I Despite all predictions to the con- J trary, the pipe line Is in perfect condl- J ' tlon, the-machinery at the power house in the canyon works as smoothly as a clock, the cltv streets have more lights than ever before, sutllcient pow- cr has been continually generated to J till the demand, and In another short J time another generator will be In- J stalled. Whatever may be thcopln- ion as to whether the Hercules plant j should have been purchased, or as to j the advisability of taxingand lowering H j the price of lights, It must be admit ted by all that the plant Itself lias J more than fulllllcd every expectation H i of oven its best friends, and that the H "knocking" done at the time of its J construction was unwarranted and ror J political elTect only.
