The mayor, by and with the advice and consent of the city council shall appoint a superintendent superinten-dent of stild electric light works, and the said Mtpciintendcnt, when so appointed ap-pointed and qualified, shall have the power, by and with the advice and consent of the niaorantl City council, coun-cil, of appointing such assistants and employees as the cily council shall autlioile.
