Show McCOMBS ACCEPT8 MISSION TO FRANCE Washington, March 17 The nomination nomin-ation of Chnlrman Wllllnm F. Mc-Combs Mc-Combs ot the Democratic national committee to bo embassador to Franco was prepared at tho White House today and as It was about to be transmitted to the senate It was withheld at Mr. McCombs' request. Mr. McCombs hag decided to accept the post and It Is said the delay does not mean a change In his Intentions. John llassett Moore, professor of International In-ternational law at Columbia university univers-ity and a recognized authority on that subject Is to be appointed counselor to the department of stato. Professor Profes-sor Mooro was appolntod recently by Mr. Tnft as a representative at Tho Haguo tribunal. Mr. Mooro will succeed Chandler P. Anderson, who has filled that position po-sition since tho death of Henry M.
