The department points out that, whllo there were of courso, a great many minor violations duo to a lack of knowledge or a misunderstanding mis-understanding of the regulations, they wero settled without difficulty thru tho issuance of permits to cover tho cases or by personal conferences which wero sufficient to prevent further fur-ther trouble. |
