H On tho first day of September, 1911, H the commissioners granted to Messrs. Shaw, Funk and Obllghtly, a frnn- H chlsc to construct and operate a 'rati road throughout tho county, with tho conditions thnt they begin work ot actual construction within sixty days. Mr. Shnw, who hailed from Chicago, and represented, and was connected with large financial Interests, left for Chicago, but apparently was not able to finance the deal, from the fact H that the sixty days expired without RJ the worlt of "actual construction" be- jr' Ing commenced. Mr; Gfcllghtly then HHf appeared before, the commissioners JuJR and was granted nn extension ot time.' jk On tho 23rd day of December, nearly sixty days more haying elapsed, the H commissioners by unanimous vote HH revoked tho Shnw-Funk-Gollghtly H. franchise leaving the way clear for r negotiations from any other person, persons, or corporation. Tho directors H of tho Logan Itapd Transit company then submitted a franchise which the commissioners were requested to HJ grant. This franchise was an exact copy ot tho one recently grnntcd tho Ogden Rapid Transit Company , by tho county commissioners of Weber flR whom tho Journal evidently does not PJH consider, "unbought representatives," ' and maintains in Weber county today JH and whnt is more inter-urban roads aro actually being operated under It. PJH It was allrlght for Weber county, thr- second largest county of tho state. Tho commissioners not desiring lo act hastily, and rightly too, named ) tho dato January 13, 1912, when they' would take action on the franchise. That It Is tho sense ot this meut ing thnt it would bo to tho best Interests In-terests of Cache, county, for the board ot county commissioners to grnnt n franchlso to tho Logan Rapid Transit Company, to build and. operate an electric railroad In this county. 2. That tho terms of such franchise fran-chise be of a liberal nature, such ns will conserve tho interests of tho county, nnd nt tho snme tlmo not bo designed to discourage the Invest ment ot capital. 2.
