The following proposition proposi-tion to amend the Constitution ot the State ot Utah rs hereby submitted to the qualified electors of the. State of Utah for thelrapproval or disapproval, namely: That Section 2, Article 10, of tho Constitution of the State of Utah, be amended to read as follows: The Public School System shall Include In-clude kindergarten schools, common schools consisting of primary and grammar grades, high schools, an agricultural agri-cultural college, a university, and such other schools as the Legislature may establish. The common schools shall be free. The other departments of the system shall be supported as provided pro-vided by law. l'rovlded. that high schools may be maintained fice in all cities of the llrst and second class now constituting school districts, and In such other cities and districts as may be designated by tho Legislature.
