When Arthur was in the White House he appointed a man to a place in the territory. The delegate did not know the appointee, so he rushed to a telegraph office and wired his closest friend in New Mexico: "Who is So-and-So? Wire me complete com-plete list of criminal charges against him," taking it for granted that th party had a record as a lawbreaker. |
