Under the bill tho president would bo authorized where in his Judgment any statute of stato or territory contravened con-travened treaty rights of aliens, to Instruct tho nttornoy general to tako up the defense of civil or criminal prosecutions brought by state offlcals bofore stato courts and lo secure Ihelr romovnl to federal courts for trail. Theederal courts would tako Jurisdiction Juris-diction when any acts had been committed com-mitted against aliens which would constitute con-stitute crimes under stato laws and penalties similar to those provided In the stato statutes would be Imposed In caso of acts against American citizens, citi-zens, United States marshals and, if necssnry, army or navy forces would bo available to enforce decisions. Under present conditions thoro is no law authorizing Intervention by the federal government for the protection of alines In state proceedings, Senator Kellogg said.
