Show Harding Signs Qraln Trading Act ' Washington. The Cappor-TInchcr bill providing for regulation of trading tn futures on grain markots was signed Thursday by President Hard-Ing. Hard-Ing. Tho now net, which becomos effective ef-fective November 1, was passod by Congress as a substitute for tho regulatory reg-ulatory provisions ot the futures trading trad-ing act ot 1021, which provisions woro declared lnoporatlvo by tho supreme court. It follows along tho same lines as the act ot 1021, except that it is based on the powor ot Congress to regulato lnterstato commerce whllo tho statute to which tho supromo court found objoction was predicated on the taxing powor of Congross.
