Fourteen thousand rcgulais aro to bo sent to reinforce re-inforce General Otis at Manila, as soon as the necessary marine transportation can bo provided. The first regiment ordered will probably be tho Seventh artillery, of which the two light batteries, bat-teries, 0 and M, haro been ordered homo from Porto lllco or the purpose. They will be sent at once to San Francisco, Fran-cisco, to a ait an nvailablo transport steamer. With the regulars already ordered and on tholr way to Manila, General Otis will have an effective force of 21,278 men, In addition to tho recruits being sent every few days for tho regulars reg-ulars already In the Philippines. This forco Is to bo raised to 35,000 men by the tlmo tho aggressive operations can bo pressed In tho early autumn. The volunteers to bo returned to this country from Manila, number barely 12,000, many of whom are greatly debilitated, de-bilitated, so tho determination to send 14,000 able bodies of regulars to take their places Is calculated to show the rebel leaders that tho United States Is terribly in earnest about meeting Its responsibilities for preserving order and commanding respect throughout the archlpollgo. |
