Show i i.i -- Question of Citizinship. GoV. Wells recently received a letter from Gov. Bichards of Wyoming asking that ono H. C. Croiby, an ex:conv!ct o the Utah penitentiary, be restored to the full rights of citizenship. Tho Governor laid the matter before the Attorney General's office, and yesterday Deputy Attorney-General Smith advised him thatCroBby's rights of citizenship had never been taken away, but were only suspended during tho period of his imprisonment. im-prisonment. The law governing tho case is a section of tho penal codo, which sayB that a sentence of imprisonment in the peuUentary for any term leas than lifo merely susponds the ciyil rights of tho prisoner during the term of his imprisonment. im-prisonment. The termination of his sentence, therefore, if he serves it out operates to restore hia civil rights. In Crosby's case the records show that ho wai senteneod in October, 1800, bo threo yeara iu the penitentary for assult with intent to commit robbery.
