Show H ,.i -- i ...in. i... i n .- i H The bill of Representative H Creer on Irrigation is a very im- H portant measure and should re- H ceive the closest attention of our H law makers. There in no subject H that will produce more trouble H and litigation in this state than the H water rights question if it is not H handled right. Therefore, every H irrigator should take1 the bill and H study it's clauses and provisions H , and endeavor to point out its faults H and wherein it will not work. H We call the attention of the ir- H rigatcrs of this section to sections H 15 and 16 the "Transfer of H Rights," which reads as follows: H ''Sec. 15. Any person or B party desiring to transfer his or K. their water rights from one canal m or ditch to another canal or ditch, B shall make application in writing B to the parties controlling the canals P- or ditches from which and to H which he or they may wish such H transfer to be made; upon receipt B of such applicatian, the said; H parties having control of said , H canals or ditches shall within ten ; B days thereafter, notify, the owners B or stockholders of said canals or B ditches, that a meeting will be B held not less than -five days after, B the date of said notice; for the B purpose of considering and acting B upon said application; and if after B due consideration by the owners B ' or stockholders, it shall be decided B and agreed by a two-thirds vote B of the stock of the company not B to grant the application, and allow B such transfer to be made, the fl application shall be deemed to be B , granted, and such transfer shall B be made. H Sec. 16., All lawful established j rights to the use of any of the B waters of this state shall be held B as, personal property and may be H sold and transferred as such." B , There seems to be a contra- B diction in the latter part of section B 15.
