it will be remembered that he made mada the he same request in the last session but the senate committee on foreign relations acla said by its action a few days before buforo adjournment that it would have none of the plan conditions havo have changed since that time however and the president Is now insisting upon repeal of the controversial vercial section and the substitution in its place he Is
