spent on a huge highway program As the bill bili stands there lg is to be nom something ething like for new federal aid highway lilg hway projects in this state added to the balance ot of which was impounded sometime ago and which Is to be restored for use on ther the work and the forest service also Is to receive an additional tor for regular and emergency road construction As soon as this bill passe this will mean approximately for cor roads in this state alone in a statement to the press wednesday governor blood had the following to bay aay regarding this project this would be a wonderful thing for utah and for the other western 13 tates states which are in much the same post position tion bu but t after all the highway allotments allotment will be I 1 believe only a small part of tha total to be received by this state from the public works bill my advices advises on otter other P public bli works are not so defan definite its as on highway allotments since the communication muni parts of the bill carry provisions lor for broad program of public works including buildings and employment for artisans of lines linea not largely used in highway construction work 1 I consider that labor generally Is as much in need of employment as are those engaged in highway work contractors and those who depend on the building trades and on supplying such activities have found their lines at a 0 low ebb of activity all this was presented in washington with the hope that the bill would talkie taace care of them as well as of those directly connected with highway construction the tact fact that I 1 have for or the past 10 years been on highway work has not closed my vision to the needs of those snagged in other lines As governor blood understands his advises advices from mr air Sev lson laon the bill as it reached the congress wednesday Is in substantially the form so tar far as ag regards highway work as that of which a draft had been made while mr air blood was in washington the broad nature of the appropriations c cled carried led 1 in the bill as compared with the way in which appropriations of former years have been hedged about may be seen from the text of the bill as it was at al the time the governor left t the he national capital it appropriates ates 1 1 for expenditure la in emergency construction on the federal aid highway system and extensions thereof into and through municipalities pali ties the sum of the amount apportioned to any state under this paragraph may be used to pay par all or any part ot of the cost ot of highway construction including the elimination of hazards to highway traffic such auch as the separation of grades at crossings the reconstruction of existing railroad grade crossings the widening of narrow bridges and roadways the building ot of footpaths foot paths the replacement ot of unsafe bridges the con st ruction of routes avoid con areas the construction ot of facilities to ta improve accessibility and the free low flow ot of traffic and the cost of any other construction that will provide safer traffic facilities or definitely eliminate existing lia hazards to pedestrian ped estran or vehicular traffic in carrying out the improvements prove ments to eliminate traffic hazards in conjunction with the railroads the state highway department shall constitute an agency of the federal government and while contributions may be accepted from the railroads municipalities and other sources such contributions shall ahall not be required 2 for expenditure in emergency construction on secondary and feeder roads to be agreed upon by the state highway departments and the secretary of agriculture the sum of 0 p provided rov adv that the state or responsible po political lit ia ca subdivisions shall provide tor for the proper maintenance of such roads the sum shall be bb available aval lable tor for paying the full fall cost coat of surveys plans improvement and construe tion of secondary or feeder roads ou on which projects shall be submitted by the state highway department and be subject to thel approval of the secretary of agrical agri cul ture A third clause in the bill proposes that the money shall be apportioned according to the need and population ot of the territories affected then follows a provis provision lon which restores tor for use funds which have been impounded for emergency construction construct Jon of roads and trails in national forests national parks and on other public lands there are appropriated th the following sums available july 1 for forest roads and trails tor for national park roads tor for roads on indian idian reservations for roads mads over public lands according to the tribune ot of may alay 12 there la Is almost a certainty that will be to bryce canyon which will be used principally in completing the road to podunk point and in surfacing all the highways within the park boundaries there will also be the sum of expended in zion park
