the supreme court of the state under the ha provisions of chapter 10 laws of utah 1017 and chapter ST laws of utah 1020 1021 nna the proposed amendments thereof by the utah legala leg legislative sla ve code committee un der ler the provisions ot of chapter 61 01 laws of utah 1931 and the pro ped by the said utah legislative code coda committee of the taws laws of utah not included in the revision by the said code commission under the provisions of chapter cl 01 laws of utah 1031 11 the magnitude of the task tash which me ilia legislature Is attempting Is shown by the fact that the work of the he code committee appointed to prepare the new code covers over 1400 pages of a book each page of which Is 7 by 11 inches inthea in size and 1 proposed code covering over 1300 additional pages this nis proposed code Is not the ex let ket bill that the legislature will be called upon to pass it does contain the probable language of the bill and also the annotations history of each section and in fact the tied law as it Is proposed they shall hall be printed the history or of each section in the codes of civil and criminal procedure Is given but the he voluminous annotations of interest to the bar have not yet been completed and were not included in the past when a member of the legislature egl slature desired to change a law ot of utah he had to look for the amended law not only in the compiled laws of 1017 1917 a ponderous volume but also in the laws passed by y each legislature since 1017 including seven regular and two spec lal at sessions even then lie Is not certain of his legislative work since at present the same subject la Is often treated in widely different parts of the compiled laws once the code has been adopted future legislation can be made by reference to the adopted code which Is logically arranged carefully cross indexed and in tact will be the only volume on the subject with which the legislator need concern himself the report leport of the joint committee on procedure for consideration ot of the proposed code revision says we re recommend commena that the following procedure in connection with the consideration of such code bo be followed that the several titles in the proposed revised code be referred to the appropriate standing committees of the house bouhe and senate that such euch committees give proper opportunity for public hearings bearings on matters of reT revision IsIon to which objection Is made that a t changes to be made in the apropo proposed 1 ed CO code de revision be limited to such ch c changes ba ages as may be necessary a to reinstate existing law where reinstatement is desirable b to restore existing law which has been changed in the proposed revisions where such change la Is objectionable ac c to eliminate any new matter it if found objectionable whether the proposed code revision Is being railroaded and carries concealed in its more than one ona thousand pages rages of bills hundreds or thousands or only five or six matters that deserve legislative attention and decision and whether or not special interests are attempting to ring in the old joker is to be thrashed out the work of the special session has been to appoint comm committed ittem te study the proposed changes giving the various committees certain laws as their special work in addition public hearings bearings have been set for or all protested matters in the code coda which are of record to date it if other protests are made hearing dates will be assigned to them it Is expected some time early in the regular session
