"T"T is high time that some definite nction was JL. a-en by the people of Cedar City looking to i the storing of the high waters of Coal Creek H during the spring of the year, which are at pres- H ent being practically wasted, unless we are willing H for some outside capitalists to come in and take H the opportunity from beneath our very noses. H In the first place we should rcilize that there H is a great deal more water coming out of the H canyon theso days than can be legally applied H to the land on which 'it is bein? used, or turned. H The law prescribes certain corditionn that mu3t H be complied with in order to obtain legal title to H water, and these are not being complied with in H the matter of a great deal of tho high water. Only H a certain number of second cubic feet of water is H allowed to an acre of land, a id in many cases H j several times the amount allowed is being applied. H Capitalists are eagerly looking for these op- H portunitics, and are quick to snatch them up Hf "" when an opportunity is found of doing so. We Hj have a number of good rescnoir sites, and the H surplus water of the spring tlmi that portion H which is not actually needed for the development H of crops, should be stored for U30 later in the,, H ' summer when the high water has ceased to come, and the growing crops are most In need of moist- H A ul "- If local people do not get together and apply H v this water to some beneficial rse, outside capital Hi will surely come in and do it for U3, reaping the HH benefits to be derived, and that n the very near Hw future.
