The scheme of organization anil method of carrying nut the program are wueh as to make it necessary and more effective to have all scoutH receive re-ceive Ihe same Instruction and pass (lie same tests for tenderfoot, second class and flrst-dnss degrees and the eward of f8 different kinds of merit badges.
